Description
General Requirements 1. SCOPE 1.1 Intent. This standard specification invokes general requirements for conducting vessel repairs performed by commercial contractors at a Coast Guard facility for Coast Guard vessels. 2. REFERENCES COAST GUARD DRAWINGS None COAST GUARD PUBLICATIONS Surface Forces Logistics Center Standard Specification 0000 (SFLC Std Spec 0000), 2022, General Requirements Surface Forces Logistics Center Standard Specification 0740 (SFLC Std Spec 0740), 2022, Welding and Allied Processes Surface Forces Logistics Center Standard Specification 5550 (SFLC Std Spec 5550), 2022, Fire Prevention and Response OTHER REFERENCES None 3. REQUIREMENTS 3.1 General. The Contractor must conform to all requirements specified in SFLC Std Spec 0000 and in this item, as applicable, during the performance of this availability. The requirements of this WI applies to all work under the scope of this contract, whether explicitly stated in all following work items or not, and to all other work subsequently authorized by changes, modifications, or extensions to the contract. 3.2 Contractor-provided fire watch personnel. The Contractor must provide fire watch personnel and equipment. 3.3 Welding and brazing requirements. The Contractor must perform all welding and allied processes, and NDE in accordance with SFLC Std Spec 0740. 3.4 Fire Prevention Specification. The Contractor must submit a Fire Prevention Plan in accordance with paragraph 3.1 of SFLC Standard Spec 5550 3.5. Period of Performance. The period of performance for this work starts on 8 April 2024 and ends on 30 April 2024. 3.1.6. Location. The Contractor must perform the work while the USCGC STRATTON (WMSL 752) is alongside the pier at Coast Guard Island, Alameda, CA 94501.� Discrep_51600_BJA_0424_752 WORK ITEM 1: �Refrigeration Plant, Leak Test 1. �SCOPE 1.1 �Intent. �This work item describes the requirements for the Contractor to test for leaks in the ship�s stores refrigeration system. Known interferences include, but are not limited to the below-listed: ��� �Insulation 3.1.5 Refrigerated and Frozen Storage. The Contractor must provide refrigerated and frozen storage in accordance with paragraph 3.3.14 of SFLC Standard Spec 8635 to the pier at the Coast Guard base in Alameda, CA adjacent to the USCGC STRATTON for the duration of this work. 3.1.5.1 Disregard the size of the storage facility for refrigerated stores shown in Table 7 of SFLC Std Spec 8635. The Contractor must provide 800 cubic feet of frozen food storage and 800 cubic feet of refrigerated storage. 3.1.5.2 The Coast Guard will NOT provide any power to the contractor to run the temporary refrigerated/frozen stores equipment. NOTE Coast Guard personnel will operate all shipboard machinery and equipment. 3.1.6 Refrigeration qualifications. The Contractor must provide the COR documentation that ensures all prime and sub contractors servicing HFC refrigerant-based Air Conditioning and Refrigeration (AC&R) equipment hold a current Environmental Protection Agency (EPA) Technician Certification, Type IV (Universal Certification), and meet all state and local regulations and licensing requirements. 3.1.7 �Refrigerant draining and recovery. �The Contractor must ensure AC unit refrigerant is recovered and disposed of into a container in accordance with all federal, state and local environmental regulations. 3.1.8. Equipment locations are shown on CG Drawing 750-WMSL-801-1 in the Reefer Machinery Room (2-64-0-E) 3.2 �Initial Operational Test. The Contractor must witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR. 3.2.1. Each refrigerant plant must operate for at least 20 minutes.� 3.2.2 The Contractor must record the following data at 5 minute intervals for each plant in accordance with Paragraph 5.7, �Checking operating data,� Section 7 of TP 7168. ��� �Evaporation temperature ��� �Suction gas temperature ��� �Condensing temperature ��� �Discharge gas temperature ��� �Oil temperature ��� �Switching frequency ��� �Current ��� �Voltage ��� �Operation with ECO (both pressure and temperature) 3.3. Leak Test. The contractor must conduct a refrigerant leak test in the presence of Coast Guard Inspector in accordance with procedures shown in ""Leak Test following Installation or Major Repairs� in the �Corrective Maintenance� portion of Section 19, TP 7168 for the entire refrigerant system. See CG Drawings 750-WMSL-516-028, 750-WMSL-516-031, �750-WMSL-516-032, 750-WMSL-516-033, 750-WMSL-516-046 for more information about this system 3.3.1. The Contractor may use an alternate leak test strategy with the approval of the COR, but it must include all joints in the system.� 3.3.2. If a leak is identified, notify the COR immediately via CFR. Do not repair the leak without authorization from the COR. 3.3.3 Refrigerant Management. 3.3.3.1 If the Contractor decides to use a testing media other than the refrigerant, then they must pump down each plant to the receiver. Recover and weigh the total amount of refrigerant removed and submit a CFR.� 3.3.3.2 The Contractor must ensure refrigerant is recovered and disposed of into a container in accordance with all federal, state, local environmental regulations and SFLC Std Spec 0000. 3.3.3.3. Upon completion of the leak test, pull each unit into vacuum of at least 500 microns and hold for at least five minutes. Submit a CFR if this is not possible.� 3.3.3.4 Break the vacuum only to charge with R134 in accordance with the CAUTION note in the SAFETY SUMMARY of TP 7168.� 3.3.3.5. Like all interferences, the Contractor is responsible for renewing any insulation they disturb in accordance with �CG Drawing 750-WMSL-508-001. The Contractor� 3.4 �Final Operational Test and Data Collection. The Contractor must witness Coast Guard personnel perform a final operational test of all items or shipboard devices that were disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR. 3.4.1. Each refrigerant plant must operate for at least 20 minutes.� 3.4.2 The Contractor must record the following data at 5 minute intervals for each plant in accordance with Paragraph 5.7, �Checking operating data,� Section 7 of TP 7168. ��� �Evaporation temperature ��� �Suction gas temperature ��� �Condensing temperature ��� �Discharge gas temperature ��� �Oil temperature ��� �Switching frequency ��� �Current ��� �Voltage ��� �Operation with ECO (both pressure and temperature) 3.5 Touch-up preservation. �The Contractor must prepare and coat all new and disturbed exterior and interior surfaces to match existing adjacent surfaces, in accordance with SFLC Std Spec 6310, Appendix A (Cutter and Boat Exterior Painting Systems) and Appendix B (Cutter and Boat Interior Painting Systems), respectively, and as applicable. �Abide by all touch-up requirements outlined in SFLC Std Spec 0000, Appendix A (Requirements for Preservation of Ship Structures). 4. �NOTES This section is not applicable to this work item. �
