Description
Water System Improvements, City of Chester, Hancock County, WV The U.S. Army Corps of Engineers, Pittsburgh District, is carrying out a project to rehabilitate portions of the City of Chester?s Water Treatment Plant and Water Distribution System at the location referenced above. The major features of the Project generally involves the following: 1.Water Treatment Plant Equipment Improvements which will include the following work, in general: ?Improvements to the existing Filter Tanks including the removal and replacement of the filter tank media; interior/exterior surface preparation and tank coatings; surface preparation and coatings on the filter tank piping; removal and replacement of the access manways. ?Removal and replacement of Actuated and Manual Valves including a new Control System for the Actuated Valves. ?Removal and replacement of the existing Potassium Permanganate Feed System. ?Removal and replacement of the existing Exterior Backwash Tank. ?Removal and Replacement of the existing site Sanitary Lift Station. ?Cleaning and Video Inspection of the existing Raw Water Intake Pipe/Structure. ?The necessary permit for the aforementioned improvements has been obtained from the West Virginia Department of Health and Human Resources - Office of Environmental Health Services. ?The necessary permit for the aforementioned improvements has been obtained from the West Virginia State Fire Marshal?s Office. ?There were no findings of lead, asbestos, or other related materials within the interior of the Water Treatment Plant building. 2.Water Distribution Improvements which will include the following work: ?Installation of new gate valves at an estimated (26) different locations throughout the City?s distribution system and at the Liberty Avenue Water Storage Tank. ?Replacement of the existing waterline along Indiana Avenue between Third Street and Fourth Street including all appurtenances. ?The necessary permit for the aforementioned improvements has been obtained from the West Virginia Department of Health and Human Resources - Office of Environmental Health Services. 3.Water Treatment Plant Building/Site Improvements which will include the following options: ?Option #1 ? Removal and replacement of Interior/Exterior Lighting. ?Option #2 ? Removal and replacement of the Clearwell Access Doors/Frames. ?Option #3 ? Removal and replacement of specific Interior and Exterior Doors/Frames. ?Option #4 ? Exterior building brick repair. ? Option #5 ? Removal and Replacement of the building roof (not including decking). Note: Requirements for the testing and potential abatement of asbestos related to the removal of specific existing roof materials have been included in the plans and specifications. ?Option #6 ? Removal and replacement of the site Entrance Driveway. ?The necessary permit for the aforementioned optional building improvements has been obtained from the West Virginia State Fire Marshal?s Office. Water Treatment Plant equipment, building, and/or site improvements will be performed entirely within City-owned property; water distribution improvements at the Liberty Avenue Storage Tank will be performed entirely within City-owned property; and all other water distribution improvements will be performed entirely within City road right-of-ways. Project physical construction is proposed to take place between March 2024 and August 2025. Access for City workers to City-owned properties (Water Treatment Plant and Liberty Avenue Storage Tank) shall be maintained at all times during construction. All vehicle access within City road right-of-ways shall be maintained at all times with the proper Maintenance of Traffic during construction. Disposal of construction waste material will be disposed of at commercially permitted facilities licensed to accept waste or recyclable materials as applicable. **NOTICE** Information regarding the U.S. Army Corps of Engineers process for settling requests for equitable adjustments and duration goals to achieve definitization of equitable adjustments for change orders under construction contracts can be found by going to https://www.usace.army.mil/Business-With-Us/Partnering/ then clicking on ?View FFP Contract Changes Playbook Here?.5/3/2024 Amendment 0001 issued to 1) update the Period of Performance from 235 Calendar Days to 330 Calendar Days and 2) Update Attachment 3 ?
