Description
INTRODUCTION: Army Contracting Command � Aberdeen Proving Grounds, Division B is releasing this Draft Request for Proposal (RFP) on behalf of the Program Executive Office Enterprise Information Systems (PEO EIS). The U.S. Army PEO EIS is performing a Draft RFP for the Army Accessions Information Environment (AIE) to include acquisition strategies. This is not to be construed as a commitment by the US Government to form a binding contract or agreement. The Government will not reimburse or pay for information submitted in response to this Draft RFP. All submissions become Government property and will not be returned. This Draft RFP is open to all business types. This Draft RFP is issued for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry through this exchange of information. Responses to this Draft RFP are voluntary and will not affect any contractor's ability to submit a proposal if, or when, a solicitation is released. This Draft RFP is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct costs or charges will arise because of the submission of information in response to this Draft RFP. Proprietary information shall NOT be submitted in response to this Draft RFP, nor will the Government be liable for or suffer any consequential damages for any improperly identified proprietary information. No award will be made as a result of this Draft RFP. This Draft RFP is for informational purposes only to promote exchanges of information with industry. The Government will not pay for any information and/or materials received in response to this Draft RFP and is not obligated by the information received. SCOPE: AIE is currently leveraging the Salesforce IL 4 platform and has executed software previews for a limited subset of users across the Army recruiting enterprise. The questions below seek industry feedback to support an upcoming RFP release, which intends to solicit for the continued development and expansion of AIE capabilities. The Government is requesting that interested respondents review the following documents and questions provided below. Please note the documents attached to this Draft RFP are drafts and are subject to change at the time of Request for Proposal (RFP) release. Performance Work Statement (PWS) � IDIQ Performance Work Statement (PWS) � Task Order 1 Quality Assurance Surveillance Plan (QASP) � Task Order 1 Evaluation Criteria (Section L and M) Cost / Price Sheet Task Order 1 Section G Provisions Section H Provisions Draft Requirement Traceability Matrix (RTM) AIE Overview Contract Data Requirements List (CDRLs) AIE Draft RFP Questions Submission Form RESPONSE FORMAT AND DELIVERY: Responses to this Draft RFP shall be annotated in the AIE Draft RFP Questions Submission Form, which is attached to this posting. Responses to this Draft RFP shall be submitted via email to the Contracting Officer, Megan Lamiotte (megan.a.lamiotte.civ@army.mil), and the Contracting Specialist, Sesun James Park (sesun.j.park.civ@army.mil). Responses must be received via email prior to 4 PM EDT, 17 May 2024 to Megan Lamiotte, and Sesun James Park. Subject line must read Draft RFP Accessions Information Environment (AIE) - [Company Name]. Example: Draft RFP Accessions Information Environment (AIE) - ABC Inc. If the Government has additional questions or a need for information following the evaluation of your response, you may be contacted and asked to provide that information. QUESTIONS FOR VENDORS: Your feedback on the technical challenge evaluation approach without a written proposal is crucial to us. What are your thoughts on this new approach? � � � �2. Does the Agile metrics in the QASP effectively track performance? � � � �3. What type of incentives do you recommend for innovation and rapid delivery? � � � �4. What is your feedback on CDRLs and their applicability for Agile delivery? � � � �5. Are there any areas in the RFP that require further clarity or additional information? � � � �6. What challenges and opportunities do you foresee with multiple vendors and development teams deploying through a single DevSecOps pipeline? � � � �7. Does your firm possess an approved DCAA/DCMA accounting system? � � � �8. If the response to the above question is NO, is your firm willing and able to obtain an approved DCAA/DCMA accounting system for the effort? � � � �9. Does your firm possess a Facility Clearance Level of Secret or higher? � � �10. Participation (or non-participation) in response to this Draft RFP will not preclude any vendor from responding to future acquisitions, either individually or as part of a team. Marketing brochures and capability statements alone will not be considered adequate information in response to this Draft RFP. Respondents are advised that the U.S. Government is under no obligation to provide feedback with respect to any information submitted. The Government reserves the right to conduct one-on-one meetings in person or virtually with respondents to this Draft RFP. The Government may or may not choose to interact with select respondents to perform market research. Such exchanges, should they occur, would be solely for the purpose of obtaining further clarification of industry�s potential capabilities, experiences, and perspectives. SYNOPSIS:� Army Contracting Command � Aberdeen Proving Grounds, Division B is releasing this Draft RFP on behalf of the Program Executive Office Enterprise Information Systems (PEO EIS). At a high-level, AIE requirements can be grouped into the following six categories: Foundation, CRM, Processing, On-Boarding, Intelligence, Marketing, Training and Leader Development, and Sustain and Support. The primary Place of Performance for unclassified activities will be at the Contractor-designated and reported locations. All activities requiring Government participation (e.g., planning, demonstrations, reviews) will take place at the AIE facility, currently located at 9350 Hall Road. Fort Belvoir, VA 22060, unless otherwise determined based on the specific activity. The set-aside status is to be determined (TBD). The anticipated ceiling contract award dollar amount is $267M for the ten (10) years, subject to change, which consists of a five (5) year Base Period from date of award and five (5) one year Option Periods. The North American Industry Classification System (NAICS) Code for this requirement is 541512.� The solicitation will be issued as a RFP utilizing Federal Acquisition Regulation (FAR) 15.101-1 � Best Value Continuum Tradeoff Process and 15.3 � Source Selection. The Government seeks to award to offerors who provide the US Army the best value utilizing subjective trade off.�The Government contemplates a Multiple-Award Indefinite Delivery/Indefinite Quantity hybrid contract including Cost Plus Fixed Fee (CPFF) Term, CPFF Completion, and Cost Reimbursable (no fee), and potentially Firm Fixed Price (FFP) line items for Travel and Other Direct Costs (ODCs) Contract Line-Item Numbers (CLINs). The RFP is anticipated to be posted to SAM.gov in late June with proposals due late July. The award is projected to take place in early Fiscal Year (FY) 2025. These dates are subject to change. All amendments to the solicitation will be posted on SAM.gov. Contractors are cautioned to check the website periodically for amendments.
