Description
This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Honeywell Safety Products USA, Inc., 300 S Tryon Street, Suite 500, Charlotte, NC 28202-1040, to procure positive pressure suits are necessary for the safety of the researchers. These suits need periodic replacement due to wear from chemical showers. Due to the nature of work performed in high containment laboratories at NIAID, BSL-4 positive pressure suits are necessary for the safety of the researchers. These suits need periodic replacement due to wear from chemical showers and other daily use. These BSL-4 positive pressure suits must be made a material that is resistant to daily quaternary virucidal chemical showers. Each suit must include an in-line HEPA filtration system that connects to a facility provided breathing air system via standard Parker quick connections. The suits must use the air provided at 60 PSI and utilize an internal suit air distribution system to deliver 25 cfm that is HEPA filter exhausted. Air hose hook up shall be on the right side. All seams shall be air and watertight. The suits feet must be stocking type that will fit into a shoe or boot; and Noise level inside the suit must be below the OSHA standard (OSHA's permissible exposure limit (PEL) is 90) and allow clear communication over radio or phone by the user while in the suit. Failure to procure these suits would negatively impact the research NIAID performs in its� BSL- 4 laboratories. Researchers refuse to perform the work, lacking adequate protections, and progress against the most dangerous pathogens would stop; or researchers would be put at risk of contracting the pathogens they study, potentially leading to a loss of knowledge through a decrease in available researchers in each field due to mortality. By protecting the NIH workforce against BSL-4 agents that pose a high risk of life-threatening disease, the suits also indirectly protect the broader public. Without access to approved positive pressure suits, NIH workers may contribute to the spread of dangerous diseases for which no vaccine or therapy is available and may result in a future public health emergency. The purpose of the procurement is for BSL-4 positive pressure suits for PPE work for NIAID, Laboratory of Virology (LV), Rocky Mountain Laboratories (RML). PPE for work in a BSL-4 suit laboratory includes the use of a positive pressure suit connected to a HEPA filtered airline. The positive pressure suit completely isolates the laboratory worker from the laboratory environment, ensuring there is no contact with potentially hazardous material (e.g., infectious agents and toxins). These suits are mission critical for NIAID to continue to fight the deadliest diseases to react quickly to emerging pathogens and pandemics. NIAID cannot afford to wait the weeks or months that an individual waiver may take in the face of these emerging threats. The LV/RML�s current requirement is for QTY 69 of Honeywell�s BSL-4 Suits Catalog #CC8486209-US-TGY with the following sizes: T1 small cuff (2) T2 small cuff (8) T2 XL Large cuff (2) � T2 XXL small cuff (3) T2 XXL Large cuff (4) T3 small cuff (20) T3 Large cuff (20) T3 XL Large cuff (8) T5 XL Tall Large cuff (2) Only one award will be made as a result of this solicitation.� This will be awarded as a firm-fixed price type of contract. Delivery: Immediate, rush delivery, 10-12 week lead time. Delivery location:� NIAID, RML, 903 South 4th Street, Hamilton, MT 59840. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.� All responsible sources that could provide the required services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2202868) to Rita Davis at rita.davis@nih.gov, by 4:00pm eastern standard time Tuesday, �May 14, 2024.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
