- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following services: Proposed NAICS Code 926130 is applicable to determine business size standard. Any questions or concerns may be directed to Quyen Mai via e-mail at quyen.mai@va.gov. RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION AND RESPONSES TO THE FOLLOWING QUESTIONS: 1.) company name, address, and business size; point of contact name, phone number, and e-mail address; 2.) Capability statement of your firm and any current or historical projects for similar requirements. 3.) Can you provide personnel for monthly on-site inspection and testing services? 4.) Do you have in-house certified lab testing services or does your firm have a network of third-party testing providers? 5.) Can you provide Legionella and Heterotrophic Plate Count (HPC) testing services by a certified third-party lab for testing and reporting to the VHA? 6.) Can you provide testing of water treatment used by Sterile Processing Services (SPS) in a hospital environment? 7.) Can you provide testing of Water Systems and Water Sewage IAW city, state, and federal regulations? 8.) Can you provide Legionella and Heterotrophic Plate Count (HPC) testing services? 9.) Can you provide firm-fixed-pricing for the scope of services and supplies required below? 10.) Based on the Draft PWS and scope of services stated below, what additional information would you need to accurately estimate the effort for this requirement? Draft Performance Work Statement (PWS): Water and Sewer Operator services in support of the Walla Walla VA Medical Center at Walla Walla, WA. The Contractor shall provide all labor, transportation, supervision, equipment, and materials to perform water and sewer operator services for the drinking water system, sewer system, and city standard biological testing located at Walla Walla, WA. This is a multi-year requirement. This requirement is for inspection testing services for the Walla Walla VA Medical Center s (WWVA) group A small water system, sewer system and any other water testing needed to meet VA requirements. This requirement includes monthly on-site testing and inspection services, certified lab testing of water samples, monthly reporting, and the order fulfillment of water supplies to support the VHA s management plan for a group A small water system to meet Washington State Department of Health (WSDH) requirements, and to develop a testing schedule for the sewer system to meet City of Walla Walla (CWW) requirements. Draft Scope of Services: 1.) The contractor will provide monthly water operator, and cross connection controls services to include monthly inspections and reporting. 2.) The Contractor will provide backflow preventor services to include inspection and reporting. 3.) The contractor will Provie Legionella and Heterotrophic Plate Count (HPC) testing services to be tested by a certified lab and IAW with city, state, and federal relations and guidelines. 4.) The contractor will provide testing services for the Critical Water system within Sterile Processing Services (SPS). 5.) As part of this management plan, the contractor shall periodically assess if the requirements meet all the State and Federal regulations for a Group A small water system. If any regulations have not been captured, the contractor shall notify the Contracting Officer Representative (COR). The COR and the contractor shall collaborate to find the best path forward to include any uncaptured regulations. This Management Plan must be approved by the COR. 6) The contractor will provide testing and reporting services for the Critical Water system within Sterile Processing Services (SPS) as required. Draft Performance Work Statement i) Ensure operation and maintenance activities of the water system are completed in accordance with acceptable public health practices and water industry standards. ii) Perform water quality monitoring, maintain adequate records, and take follow-up action, if necessary, to comply with state and federal drinking water regulations. iii) Oversee and implement preventative maintenance programs, inspect treatment and system components for malfunctions, keep accurate records and suggest needed repairs. iv) Oversee and analyze/review recording instrument readings and laboratory tests; determine sites and causes of any malfunctions; adjust various treatment processes or other components accordingly and maintain a record of these. v) Oversee and implement a single year cross-connection control program. This will include periodic monitoring of all facilities. vi) Oversee and determine remedial actions in an emergency. Personnel- Water Operator Maintain certified water operator license to perform water operator responsibilities needed for all tasks of this contract. Provide all equipment, tools, and supplies necessary to complete monthly testing services and reporting. Government furnished equipment will not be provided.
