- � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � Lower Granite Lock and Dam-Spillway/Navlock Emergency Standby Diesel Generator Repair The US Army Corps of Engineers, Walla Walla District is seeking interested business sources for a Service contract entitled: Lower Granite Lock and Dam-Spillway/Navlock Emergency Standby Diesel Generator Repair. The contractor will provide all labor, management, supervision, troubleshooting, equipment, and supplies necessary to repair the Spillway and Navigational Lock (NavLock) Emergency Standby 300kw Diesel Generator at Lower Granite Lock and Dam, Pomeroy, WA. This will be a firm-fixed-price service contract. The North American Industry Classification System (NAICS) code for this project is 811310 and the associated small business size standard is 1,300 employees. This sources-sought notice is a tool to identify businesses with the interest in and capability to accomplish the work. Please respond only if you intend to propose on this project when it is solicited in the future. This is not a solicitation. Responses to this Sources Sought notice should include the following information:� A list of current or past projects demonstrating technical experience with work of a similar nature to that of troubleshooting and repairing diesel generators ranging in size from 150KVA to 500KVA.� Include a statement detailing any special qualifications and certifications, applicable to A) above, held by your firm and/or in-house personnel. (The government prefers that all employees who perform this work be qualified persons on the primary contractor�s own payroll.) A reference list for each of the projects submitted in A) above.� Include the name, title, phone number, and email address for each reference. Indicate your company�s ability to provide a 375KVA rental generator, to include the estimated response and the location of the nearest rental provider in proximity to the Lower Granite lock and dam. The company�s cage code and Unique Entity ID (UEI). Clearly confirm that your company business size as Large Business, Small Business, and if applicable, designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business. This Sources Sought notice is for market research and planning purposes only and is not to be construed as a commitment by the Government to pay for information submitted in response to this request. Respondents will not be notified of the results of the market analysis and debriefings will not be available. Summary of Scope of Work: CONTRACT INFORMATION / INTENT: The spillway/Navlock Emergency Standby Diesel Generator provides critical back up power to spillway gates and navigation lock equipment. The Emergency Standby Generator has an intermittent problem causing an overspeed fault, which causes the diesel motor to hunt RPMs. The Government believes the control system needs repaired. The contractor shall provide a repair that returns the generator to a fully operational status. Testing data shall be within manufactures �as built� specifications. The contractor shall ensure the governor will maintain a frequency constant with plus or minus 0.25% for any constant load between � and 4/4 generator rating. After any sudden load change of not more than 25% of rated load, frequency deviation will not exceed operating conditions in more than 2 seconds. FUNCTIONAL AREAS INCLUDE THE FOLLOWING: Field investigation of the generator system and drawings. System troubleshooting and analysis. Furnish equipment and components. Control panel repair and modifications. System programming. Testing and commissioning.
