Description
Update 5/7/2024: Corrects a discrepancy from Amendment 11; Attachment 6, Oral Presentation Questions, has been revised for greater consistency with the revised Section L. A new Attachment 6 with the date stamp of 20240507 has been uploaded. This is considered a part of Amendment 11, and does not constitute an Amendment 12.� Update 5/6/2024: Amendment 11 added. This amendment revises section L to reflect that oral presentations shall be recorded by NSF, additional written material is not to be provided alongside the oral presentation, and that a copy of the presentation must be provided no later than 13 May. A track changes copy of the solicitation is provided. An updated Q&A spreadsheet with questions related to the oral presentation has also been provided. Further, a diagram with the presentation room's layout has also been provided.� Update 4/18/2024: Amendment 10 added. This amendment removes a reference to a certificate of certified cost or pricing data under section L.9. This is anticipated to be the final amendment.�A track changes copy of the solicitation is provided.� Update 4/17/2024: Amendment 9 added. This amendment provides clarifications regarding received email sizes, how to organize proposal information regarding Section K requirements, and the example order CLIN schedule and CPIF elements. Update 3/27/2024: Amendment 8 added. This amendment changes the proposal submission date from 1 April 2024 to 22 April 2024. Box 9 of the solicitation's Standard Form 33 has been revised, as well as the SAM.gov announcement and solicitation section L.1. Section L.8, pertaining to oral presentations, has been updated to reflect that presentations are anticipated to be scheduled between 6 and 17 May.�In the event any language in the contract still refers to the prior date of 2 April for proposal submission, or of 8 and 19 April for oral presentations, the revised dates take precedence. A track changes copy of the solicitation is provided.� Update 3/22/2024: Amendment 7 added. This amendment revises solicitation section L.9, providing additional instruction on receipt of compensation plans. The Q&A document has been revised as it had a question pertaining to compensation plan submission.�Attachment 6 has also been revised to correct SOW citations which were provided.� Update�3/19/2024: Amendment 6 added. This amendment makes minor revisions to both the solicitation doucment as well as the Q&A spreadsheet. A track changes word document of the solicitation is provided. Revisions to Q&A spreadsheet are highlighted in yellow.� Update 3/18/2024: Amendment 5 added. This incorporates Attachment 6, which contains the oral presentation questions. A track changes word document is provided, as well as a PDF doucment with the questions.� Update 3/12/2024: Amendment 4 added, which incorporates a revised solicitation document. This document includes changes arising from questions received. An MS Excel document containing questions and answers is also provided. Not all questions received were answered - NSF does not guarantee future releases of any unanswered questions. Revised copies of the solicitation have a date stamp of 20240312. An MS Word version with tracked changes from the previous release is provided. Update 3/4/2024: Amendment 3 added, which incorporates additional attachments: Performance Specification,�Propeller Design Report, and a MicroSoft Project schedule. Please see the compressed folder titled ""Amendment 3 Attachments 20240304"" for these attachments.� Update 2/23/2024: Amendment 2 added, revising the introductory letter for the Past Performance Survey so that instructions match the requirements of solicitation section L.7.2. Further, Attachment 5 now comprises both a signed introductory letter (in PDF format) and the survey, now in MS Word format to facilitate completion. In addition to Amendment 2, a revised solicitation document has been uploaded with the date stamp of 20240223, which incorporates changes from amendments thus far. Similar to the original release, both PDF and MS Word versions are available.� Update 2/21/2024: Amendment 1 added, attaching the Past Performance Survey and removing CUI markings from the solicitation document. __________________________________________ The National Science Foundation (NSF) is pleased to release a solicitation for an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for the services of an Integrator for the procurement of an Antarctic Research Vessel (ARV). This is a single-award IDIQ. The ordering period is anticipated to be ten years from the date of award. Work is anticipated to take place at contractor locations. The solicitation is subject to full-and-open competition, it is not set-aside for small business concerns. The applicable North American Industry Classification Systems (NAICS) code assigned to this procurement is 541330 and the size standard for this NAICS code is $47M. The Product Service Code is C216 Architect and Engineering- General: Marine Engineering. All firms or individuals responding must be registered with the System for Award Management (SAM) https://www.sam.gov by the award date. Section L of the attached solicitation discusses instructions for receipt of proposals and of questions related to the solicitation. The solicitation has attachments pertaining to the vessel design. PDFs of design documents are publicly available. The native files used to create these documents are also available, but the native files must have access requested via the SAM.gov interface. They are only available via the SAM.gov interface. The solicitation is provided as a PDF document, as well as an identical version for Microsoft Word.� All costs associated with responding to this release will be solely at the interested party�s expense and any information provided under this release is purely voluntary. Not responding to this release does not preclude participation in any future competition or participation in future subcontract opportunities which may arise with NSF. NSF expects to release any future information regarding this release at the Federal Point of Entry, www.sam.gov. It is the responsibility of interested parties to monitor this site for additional information pertaining to solicitation.
