- THIS PRE-SOLICITATION SYNOPSIS IS FOR A PENDING SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM THIS ANNOUNCEMENT. THIS PRE-SOLICITATION SYNOPSIS SUPPLEMENTS THE SOURCES SOUGHT NOTICE N00024-23-S-4120. The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-24-R-4135 for the dismantlement and disposal of Ex ENTERPRISE (CVN 65). The Navy intends to award a Firm-Fixed-Price contract for accepting vessel Transfer of Custody, at the dismantlement site, completely dismantling and disposing of the EX-ENTERPRISE (CVN 65) and obtaining certificate of release for radiological controls from the Nuclear Regulatory Commission (NRC) and providing a certificate of completion to NAVSEA. A Special Incentive Fee will be available to ensure NRC compliance. Additionally, the Navy has established a process with the NRC for technical and contractual implementation of NRC regulations governing the disposal of the EX-ENTERPRISE (CVN 65). Potential offerors are required to tour the EX-ENTERPRISE (CVN 65) in order for a proposal submitted in response to the solicitation to be considered in the evaluation process for award of a contract. The EX-ENTERPRISE (CVN 65) will be made available for potential offerors to conduct the mandatory tour after from 1 May 2024 through proposal submission. Coordination for ship checks will be made through PMS 368 and the Supervisor of Shipbuilding Newport News once all access entry requirements are completed. NAVSEA 08 will authorize and coordinate dosimetry issuance with Supervisor of Shipbuilding Newport News and Newport News Shipbuilding for ship checks. �� Based on the results of the Sources Sought Notice, market research, and various Industry Days conducted between March 2019 through March 2024, the Government has determined the EX-ENTERPRISE (CVN 65) Dismantlement and Disposal requirement will be procured via full and open competition. It is anticipated that the solicitation will be available on the SAM.gov website in June 2024 and will be open for a maximum of 90 days. The anticipated contract award is targeted for April 2025. Security Requirements: The EX-ENTERPRISE (CVN 65) to include the hull and any passive protective features and defueled reactor plants contain no physical equipment structures, or arrangements that are classified. As such, NAVSEA expects that the activities supporting completion of this project, including the physical dismantlement work, as well as the preparation of contract proposals, technical work documents, and submittals provided for Government review, do not require specific controls or classification. Facility and personnel security clearances are not required to complete the scope of the contract. However, some of the technical documentation describing the EX-ENTERPRISE (CVN 65) include Controlled Unclassified Information (CUI) designated as Unclassified Naval Nuclear Propulsion Information (U-NNPI). �Based on the presence of U-NNPI on the vessel and the need to process U-NNPI to plan and accomplish the scope of work, all employees, subcontractors, and other persons with direct access to propulsion plant spaces and U-NNPI Government Furnished Information (GFI) shall be U. S. Citizens with a demonstrated Need to Know (NTK). Other forms of CUI related to design of the ship require similar protections and shall only be accessible by U. S. Citizens with demonstrated NTK. Contractors will comply with required security measure for IT systems and networks.
