Description
The Federal Aviation Administration (FAA) intends to negotiate a contract on a single source basis High Tech Consultants, Inc. (HTCI), Lubbock, TX, for the acquisition of single-pole, triple-throw (SP3T) switches. The SP3T switch resides in the weather channel between the airport surveillance radar (ASR-9) and the Weather Systems Processor (WSP). SP3T switches control the flow of radio frequency (RF) to the dedicated WSP Receiver. � In accordance with the FAA Acquisition Management System Paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. Herley Industries LLC is the original manufacturer of part number 7A11823H01 which is the only approved directional switch to be used in the WSP and ASR-9. Herley no longer manufacturers the SP3T switch. Through an open competition in 2022, High Tech Consultants was awarded a contract to manufacture the SP3T switches. HTCI is currently the only approved manufacturer and supplier of this switch. A market survey (6973GH-24-MS-00015) was posted on the System for Award Management (SAM.gov) website on March 25, 2024 and closed on April 9, 2024. A response was received from a second vendor. While the alternate vendor may be capable of manufacturing similar SP3T switches, the timeline for approving a second source requires extensive testing and coordination, resulting in at least a year of testing to verify no impact to the ASR-9 and WSP as a result of the new switch. Currently, WSP sites are facing loss of redundancy or full outages due to the non-support status of the SP3T Switch. The engineer in AJW-L900 Radar Product Group will work with the alternate vendor to attempt to qualify them as a repair source for these switches for future orders. The NAICS CODE for this requirement will be 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a Small Business Size Standard of 1,250.
