Description
This RFI is updated to change the page limitation from 15 to 30 pages. Federal Acquisition Regulation (FAR) Part 10 requires the Government to conduct market research before developing new requirements documents for an acquisition. Results of market research will be used to determine whether qualified sources exist and if alternative support strategies will meet Government requirements. One of the ways the Government conducts market research is to issue a Request for Information (RFI).� A RFI provides a broad statement of need, briefly describes the Government�s intention regarding program/acquisition approach, and identifies key events in the acquisition program schedule. Description: This announcement serves to survey product availability. This RFI neither constitutes a Request for Proposal (RFP), nor does it restrict the Government from an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. This is not a formal solicitation. If a formal solicitation is generated later, a solicitation notice will be published. Background: The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) is seeking Commercial Off-The-Shelf (COTS) WTMD systems that are capable of detecting concealed threats, anomalies and contraband (e.g. such as Improvised Explosive Devices (IEDs), weapons, prohibited items, etc.). Terrorism threats exist which endanger the assets and personnel of the US Navy. Walk through screening is necessary at entry control points (ECPs) for high value assets to eliminate threats such as: handguns or ammunition and components of ammunition, Improvised Explosive Devices (IEDs) with frag or components, and knives with blades. Walk through screening is intended to eliminate these threats at ECPs, distant from the naval assets. These threats can exist in hand-carried items, personal baggage, and uploaded cargo (30� cube or smaller). The Walk-Through Metal Detector (WTMD) will enable Navy personnel to quickly and effectively determine the presence of, or confirm absence of, threats to naval assets. Systems will be operated and stored in a covered, semi-enclosed structure that is subjected to various environmental conditions. After operations, the systems will be broken down, placed in cases, and hand-transported to storage. The system will be operated adjacent to a cabinet X-ray machine. Requested Information: Respondents are requested to provide information on the following: Vendor should review all requirements in the Draft System Requirements Walkthrough Metal Detectors document and provide a �yes� or �no� next to requirement that the system can meet. If the system cannot meet the requirement, please provide equivalent capability that the system can meet. Vendor should provide their approach to shipping nominally five (5) systems each to the following locations. North Island, CA Norfolk, VA Bremerton,WA Japan Newport News, VA Vendor should provide their approach to delivering an operational test kit (OTK), which will be utilized by the operators to determine if the system is ready for operational use. Vendor should provide their approach to delivering a black, padlock-securable, ruggedized, water-tight, protective hard case with handles and wheels as well as custom fitted internal padding for system storage. Vendor should provide their approach to weatherproofing the systems and state which industry or military standards the system adheres to. Vendor should provide their approach to delivering self-learning training materials for the system. The training materials should not be delivered via network or thumb drive. Vendor should provide system name and model, and a photograph of the system that closest fits the draft requirements. Vendor should provide a cost estimate for nominally 25 weatherproof systems, 25 OTKs, 25 system storage cases, 25 training materials, and shipping to notional deployment locations. Response Format: Interested parties who believe they are capable of performing the requested system engineering tasks are invited to indicate their interest by providing: (a) Company name, company address, overnight delivery address (if different form mailing address), cage code, point of contact, email address, telephone number, fax number, and (b) Business size and unique qualifiers (e.g. large, foreign, small, disadvantage, veteran owned, woman owned, etc.). Interested parties are requested to respond to this RFI in Microsoft Word for Office 2007 compatible format. RFI responses are limited to 30 pages, including cover and administrative pages. Response Deadline and Submissions: Responses are requested no later than 14 May 2024 at 4 PM ET. �Responses shall be submitted via email to Kristy Hoffman (Kristy.r.hoffman.civ@us.navy.mil) and Devon Gormley (devon.m.gormley.civ@us.navy.mil). This information is requested for market research only. It is NOT a Request for Proposal, and does not commit the Government to any contractual agreement. The Government does not agree to reimburse or pay any costs for preparing or submitting information in response to this notice.
