- Sources Sought System Installation Total Oxidizer Monitoring and Mitigation System (TOM-2) (Brand name or equal) NAICS Code: 238220 Sources Sought Number: 36C26324Q0763 Notice Type: Sources Sought This is a Request for Information (RFI) only; it is not a request for quotations or offers. 52.215-3 -- Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: conducting market research to identify potential sources for a potential procurement of System Installation Total Oxidizer Monitoring and Mitigation System (TOM-2) (Brand name or equal) for the Black Hills VA Health Care System, 113 Comanche Rd, Fort Meade, South Dakota, 57741. See STATEMENT OF WORK included. This is a request for information and sources only, which may or may not lead to a future solicitation. This is not a request for proposal (RFP). The VA will not pay for any information received resulting from this sources sought notice. Information should be forwarded to the Contract Specialist. Any questions should be addressed to the Contract Specialist, in writing, at the email address provided. Because this is a request for information only, answers to questions will not be posted. Product information/specifications of the systems that you can provide that meet the requirements of the STATEMENT OF WORK. Proof of Authorized Distributorship for any product that is not manufactured by your company/entity. **Please note that the government will not accept any gray market items. Manufacturing Information of the product that your company/entity can provide to include: Country of Origin (example: Made in the USA), Manufacturer Name, Address, and SAM UEI Number. DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The deadline for this information is 11:00 AM Central Time on, Thursday, May 16th, 2024. GREY MARKET ITEMS: The Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that the OEM warranty and service are provided and maintained by the OEM. The vendor shall provide new items ONLY; no remanufactured or ""grey market"" items. All items must be covered by the manufacturer's warranty. The offeror shall provide evidence of its authority to distribute the proposed equipment/system at the time of submission of its quote/offer. Please note that such evidence is subject to verification by the Contracting Officer at his/her discretion. Statement of Work System Installation Total Oxidizer Monitoring and Mitigation System (TOM-2) Project Number 568-24-111 Buildings 113 and 148 Black Hills VA Health Care System, Fort Meade, South Dakota General Intention: The System Installation will consist of, but not limited to providing; a new Total Oxidizer Monitoring and Mitigation system (TOM-2), brand name or approved equal, all required software, all needed labor and materials, all appropriate relays including alarm relays, mounting hardware, necessary cables for wiring and connections with 110VAC at 1 amp, all necessary tools to tie into the existing vacuum system, and pressure test after completed at the Fort Meade VA Health Care System in buildings: 148-EM110, MCS-111, and 113-PH103. Background: The existing Vacuum System is out of compliance and in order to meet the code in NFPA 99 5.1.3.7 we need to install the TOM-2 system (brand name or approved equal). Ensure all requirements for VA Fire Protection Design Guide, NFPA 99, VA Master Specifications, Manufacturers Specifications for installation, and testing of the new complete systems. General Requirements: Contractor shall provide all supervision, labor, materials, equipment, and incidentals necessary to accomplish work elements and requirements outlined in this Statement of Work (SOW). Tobacco use of any kind is not permitted on the campus grounds of VA Black Hills Health Care System (BHHCS) by Veterans, family and visitors, volunteers, contractors, and sub- contractors. Where equipment, temporary installations, ingress/egress restrictions or any other consideration is necessary, signage in such areas shall be provided by Contractor. The Contractor shall visit the project site to investigate and field-verify all information shown on VA-provided material (Pictures). The Contractor shall confine all staging activities within the anticipated construction area. Contractor shall coordinate proposed staging areas with the COR for approval. Change Orders: Any work that is not addressed by the contract and is considered a change order shall be immediately brought to the attention of the Contracting Officer. No out-of- scope or additional work shall be executed prior to negotiation with the Black Hills VA Medical Center and approval by the Contracting Officer. Contractor shall remove all rubbish from Ft Meade property and dispose off site. Contractor shall record all quantities of materials removed from the Ft Meade property and turn into the COR. Work Elements: Contractor shall provide System Installation Services for all requirements, which include, but are not limited to: System Installation in Building 148-EM100, MCS-111, 113-PH103: Install the console/computer, TOM-2 brand name or approved equal. Provide all necessary labor and supervision to install the Total Oxidizer Monitoring and Mitigation System, all required software, all needed labor and materials, all appropriate relays including alarm relays, mounting hardware, necessary cables for wiring and connections with 110VAC at 1 amp, all necessary tools to tie into the existing vacuum system, and pressure test to meet VA Design Standards after installation is completed. The installation will need to meet the manufacturers installation specifications. The pressure testing of the existing system after installation must meet VA Design Guide Standards and Specifications. The new system will require a full warranty and service agreement for 1 year after Government acceptance. VA Specifications International Building Codes, State and Federal Regulations NFPA 99 and Life Safety Code Fort Meade VA Medical Center Design Guide/Standards Proposed Schedule (Calendar Days): Period of Performance 91 calendar days. Post Award Requirements: Project kick-off meeting: The Contractor shall plan for an on-site project kick-off meeting with VA staff to walk the site and review the schedule. National Archives and Records Administration (NARA) - Records Management Obligations Requirements In accordance with 36 CFR 1222.32, all data created for Government use and delivered to, or falling under the legal control of, the Government are Federal records subject to the provisions of 44 U.S.C. chapters 21, 29, 31, and 33, the Freedom of Information Act (FOIA) (5 U.S.C. 552), as amended, and the Privacy Act of 1974 (5 U.S.C. 552a), as amended and must be managed and scheduled for disposition only as permitted by statute or regulation. In accordance with 36 CFR 1222.32, the Contractor shall maintain all records created for Government use or created in the course of performing the contract and/or delivered to, or under the legal control of the Government and must be managed in accordance with Federal law. Electronic records and associated metadata must be accompanied by sufficient technical documentation to permit understanding and use of the records and data. The Contractor shall immediately notify the appropriate Contracting Officer upon discovery of any inadvertent or unauthorized disclosures of information, data, documentary materials, records, or equipment. Disclosure of non-public information is limited to authorized personnel with a need-to-know as described in the [contract vehicle]. The Contractor shall ensure that the appropriate personnel, administrative, technical, and physical safeguards are established to ensure the security and confidentiality of this information, data, documentary material, records, and/or equipment is properly protected. The Contractor shall not remove material from Government facilities or systems, or facilities or systems operated or maintained on the Government s behalf, without the express written permission of the Head of the Contracting Activity. When information, data, documentary material, records, and/or equipment is no longer required, it shall be returned to VHA control, or the Contractor must hold it until otherwise directed. Items returned to the Government shall be hand- carried, mailed, emailed, or securely electronically transmitted to the Contracting Officer or address prescribed in the [contract vehicle]. Destruction of records is EXPRESSLY PROHIBITED unless in accordance with Paragraph (4). The Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material, and/or records generated under, or relating to, contracts. The Contractor (and any sub-contractor) is required to abide by Government and VHA guidance for protecting sensitive, proprietary information, classified, and controlled unclassified information. The VHA owns the rights to all data and records produced as part of this contract. All deliverables under the contract are the property of the U.S. Government for which VHA shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Any Contractor rights in the data or deliverables must be identified as required by FAR 52.227-11 through FAR 52.227-20.
