THIS IS NOT AN ADVERTISEMENT. THIS PRESOLICITATION SERVES AS NOTICE THAT AN ADVERTISEMENT IS IMMINENT IN THE NEXT FEW WEEKS. This project is for Design-Build services for design and construction.� THIS PROJECT WILL BE ADVERTISED AS FULL & OPEN COMPETITION. PROJECT NUMBER: HI NOAA MALO(1) PROJECT NAME: Mauna Loa Access Road PROJECT DESCRIPTION: �This project will provide a temporary vehicular access road to the National Oceanic and Atmospheric Administration (NOAA) Mauna Loa Observatory (MLO) facility located within the County of Hawai�i, Hawaii. �The existing access road is 18-miles long originating at Saddle Road and ending at the MLO facility.� Approximately a mile of the road is currently unpassable due to lava flow from the Mauna Loa volcano that erupted on November 27, 2022. NOAA has a right of entry with the Department of Land and Natural Resources (DLNR) in Hawaii to use and maintain the access road to the observatory site. A two-phase design-build selection process is the expected solicitation approach. � SCOPE OF THE WORK: � Proposed improvements include construction of an unpaved temporary vehicle access road to traverse lava flows and connect to the existing paved MLO access road. �Approximately 1 mile of existing road was covered by a lava flow that averages 30-35 feet thick but is highly variable and includes two large canyons from the main channels of the lava flow. The temporary access roadway will match the typical section of the MLO access road on either side of the lava flow. The location of the temporary roadway will be determined based on the existing site conditions, accessibility and constructability evaluations. The temporary roadway might not be located on the alignment of the existing roadway. The overall length of the project will be dependent on the selected alignment for the temporary roadway, but it is anticipated that a temporary roadway will be in the range of 1.25 to 1.5 miles.� PRINCIPAL WORK ITEMS: The anticipated work items include lava excavation and clearing, material crushing or hauling, rough and fine grading for the temporary roadway, placement of an aggregate base and surface course for the temporary roadway and any work items specifically associated with lava flow construction.� ANTICIPATED SCHEDULE: �It is anticipated that the Request for Qualifications will be issued May 2024. Request for Proposals (short list firms only) is anticipated to occur in September 2024. Award is anticipated in November 2024. Design and construction duration is anticipated to be 3 months.� ESTIMATED COST RANGE: �The estimated price range for this project is between $2 million and $5 million.
