- NOTICE OF INTENT TO SOLE SOURCE Wind Measurement Services Announcement Type: Special Notice Announcement Number: NIST-NOI-24-7301994 Subject: Wind Measurement Services � Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with WFN Holdings, Inc. located at 108 Whispering Pines Drive, Suite 245, Scotts Valley, CA 95066. The purchase order will be for wind measurement services in Puerto Rico for a one-year base period and a one-year option period. The purchase order will also include optional tasks for measurement network expansion at an additional wind tower site and vane alignment measures at an additional tower site. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 541990 � All Other Professional, Scientific and Technical Services with a size standard of $19.5 Million Description Please see the attached draft Statement of Work for details. Sole Source Determination The sole source determination is based on the following: � As part of the National Construction Safety Team (NCST) Investigation of Hurricane Maria, weather stations were previously installed on three cell towers in the Yabucoa region of Puerto Rico, and wind measurements were collected to observe the effects of the surrounding topography on winds in that region. At this time, NIST requires contractor support for continuation of meteorological measurements using the previously installed weather stations, including maintenance of the instrumentation and data acquisition systems. The existing instrumentation and data acquisition systems on the three cell towers in Puerto Rico were installed by WFN Holdings, Inc. through a subcontract under NIST contract 1333ND19PNB730233 with the University of Florida. Measurements were subsequently continued through NIST contract 1333ND23PNB730439 with WFN Holdings, Inc. Collection and delivery of the measured data relies on proprietary equipment and software developed and installed by WFN Holdings, Inc. No other company besides WFN Holdings, Inc. is capable of operating and maintaining these systems for continuation of the data collection, or to deliver real-time and daily data feeds to NIST using these systems, for the remainder of the NCST Investigation of Hurricane Maria. � Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
