Description
IMPORTANT: This is a presolicitation notice/synopsis of a forthcoming solicitation. No responses or quotes are needed at this time. A formal solicitation will be posted at a later time. This acquisition has been identified as a sole source to Struers, Inc. TECHNICAL SPECIFICATIONS Large Metallographic Cut-off Saw DLA Land and Maritime Engineering & Technical Support Directorate DLA Product Test Center Division, Mechanical Lab, VTM Objective: This is a description of the DLA Mechanical Product Test Center (MPTC) requirements for the procurement of a Large Metallographic Cut-off Saw. It is the intent here to clearly define all required performance characteristics. In generating this statement, our objective is to end up with a large metallographic cut-off saw which replaces obsolete / non-operating equipment. This acquisition will improve sectioning time and allow for a greater diversity of parts received from the Product Verification Test Coordinators. Our general objective is to minimize any impact to the MPTC operations and our customers as a result of this procurement, especially with regards to test cycle time. This equipment will decrease time required to section parts and remove any discrepancies with current sectioning equipment. This machine will replace non-functioning Leco sectioning equipment with newer and more technically advanced equipment. This will be a sole source purchase. Struers is the only manufacturer to offer a product with additional features that are required for the Mechanical Product Test Center (MPTC) to complete its mission. The Discotom-100 has the largest cutting table in its class which will give the laboratory the ability to adapt to the everchanging variety of parts received from the depot for testing. A smaller table size from competitors cutting systems is not acceptable for the current laboratory upgrade. The Discotom-100 offers a variable rotational blade speed setting that is a requirement for the laboratory. The variable rotational blade speed can be saved congruently with pressure and feed rate in the saws software package. The ability to have saved cutting programs that include the rotational speed of the blade is imperative to increasing the laboratories throughput. The Discotom-100 is equipped with an automatic cleaning program to clean the inside of the machine after each cutting job. This feature is not offered by other competitors and would help with the preventive maintenance and overall lifespan of the equipment. A larger filtration system is being added to the package to facilitate the addition of a second saw at a later time. The recirculating system can handle up to two saws with integrated software-controlled pumps. The system sits outside of the saw allowing for ease of access to the filter for cleaning and disposal of used filter media. The additional items/features listed above are required for the laboratory and are only offered on the Struers Discotom-100. This acquisition will improve sectioning time and allow for a greater diversity of parts received from the Product Verification Test Coordinators. An increase of functionality will help to eliminate the need for third party testing and broaden the scope of the MPTCs capabilities. This purchase request is congruent with an additional precision metallographic cut-off saw from Struers. Having the two saws from Struers allows for interchangeability of specimen holders, clamping systems, and Preventive Maintenance Plans. This will decrease the chance for a delay in test reporting due to the down time of machinery. General Requirements: Large Metallographic Saw must have the following: Large Metallographic Cut-off Saw must be new, not refurbished. Automatic cleaning program. Table positioning laser. Self-feed x-axis table. Adjustable x-axis feed rates. Adjustable cut-off wheel rotations per minute (RPM). Ability to save cutting process parameters. Large working area for larger samples (4.5 inch sample sizes). Integrated x-axis T-slot table for use with various clamping devices. Integrated cooling system with filtration. Warranty: Contractor shall provide a minimum of a one-year warranty on all components from the date of installation at the DLA Product Test Center, Mechanical Lab, VTM, Bldg. 9, Columbus, OH. The warranty will include all costs for repair or replacement as required. Other Requirements: Delivery: 8-10 weeks from date of the award. Contractor shall give notification to William Myers (William.1.Myers@dla.mil/614-692-7074) when the system will be delivered and set-up date. Contractor will be scheduling training with William Myers (William.1.Myers@dla.mil/614-692- 7074) All shipping costs are to be included in the contracted price. The set shall be delivered to Defense Supply Center Columbus (DSCC) 300 North James Road, Bldg. 17-3 Mark For: DLA Product Test Center, Mechanical Lab, VTM, Bldg. 9-1 Attn: William Myers (William.1.Myers@dla.mil/614-692-7074) Columbus, OH 43213-1152 Payment of invoices will be accomplished by payment through the Defense Finance and Accounting Service.
