Description
This is a Sources Sought Notice ONLY. The U.S. Government currently intends to award a contract for a full-service on-site maintenance contract on Autotransfusion/aspirator Blood Processing units.� Contractor shall furnish all parts, labor, equipment, materials, travel, and transportation to perform all scheduled and unscheduled maintenance for the William Beaumont Army Medical Center (WBAMC) at Fort Bliss, TX. The Medical Readiness Contracting Office-West (MRCO-W) is seeking vendors that may be able to perform this requirement to support a competitive procurement. Accordingly, the U.S. Government highly encourages all small socioeconomic category to participate if able. The proposed sole source action is for Firm Fixed Price contract with Time and Materials line item for repairs. Seeking only authorized Advance Sterilization Products technically trained and qualified technicians to perform full maintenance and repair services the Government Owned Equipment as listed below: AUTOTRANSFUSION UNIT BLOOD PROCESSING UNIT, MANF: CYBERONICS, SN: B034292C20 SN: B034291C20 SN: B034295C20 SN: B034290C20 SN: B034296C20 SN: B034292C20 SN: B034305C20 SN: B034297C20 This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this source sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Government wide Point of Entry, if applicable. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811210�- Electronic and Precision Equipment Repair and Maintenance In response to this source sought, please provide: Does your company have Advanced Sterilization Products technically qualified technicians who are formally trained on maintaining and repairing the equipment referenced above? Is your company able to source new or reconditioned OEM parts for the equipment referenced above? Does your company have the capability/personnel to adhere to the following response/completion time frames: Must respond by telephone within four (4) hours during normal duty hours/days and within six (6) after normal duty hours/days. Repairs must be completed within three (3) working days of telephonic notification of malfunction. Contractor shall provide a plan for service coverage if less than two (2) personnel are trained on the equipment.� The plan describes and ensures the Government is not without service support for more than one day (i.e., coverage during technician illnesses, vacations, terminations, and /or strikes). The Contractor shall provide (2) preventive maintenance (PM) and (1) annual calibration verification check (CVC). The Contractor shall perform CVC in conjunction with the preventive maintenance services. Services during the time frame will include one (1) electrical safety current leakage test to determine the amount of electrical current electrical leakage to the case of the unit. All services performed are documented and indicated on the service ticket upon completion of services as follows: (a) Calibration: CA with the time spent (b) Preventive Maintenance INSP is inspection with the time spent, the electrical safety test is considered to be part of this process. (c) Scheduled Parts Replacement SPR with the time, name, and part numbers with cost of parts replaced. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES, PROCURED THROUGH FULL AND OPEN COMPETITION OR SOLE SOURCE.
