THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID AND THERE IS CURRENTLY NO SOLICITATION AVAILABLE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable Open Market and/or GSA offerors in the marketplace with the knowledge, skills, interest, and capability to provide labor, transportation, tools, materials, supervision, or any one or more of such items which are necessary or appropriate to provide spill response clean-up operations for the U.S. Environmental Protection Agency (EPA) in Research Triangle Park and Chapel Hill, N.C. This market survey is to determine if the Statement of Work is viable in the marketplace, whether offerors are willing to participate, estimated pricing, and if small businesses are available in the marketplace to participate in the procurement process. The EPA intends to issue a single award firm-fixed-price Blanket Purchase Agreement for services for EPA offices located at Research Triangle Park and Chapel Hill, N.C. The anticipated NAICS Code is 562211, Hazardous Waste Treatment and Disposal, with a size standard of $47 million. All interested, capable, and qualified Hazardous Waste Treatment and Disposal service providers are encouraged to reply to this market survey. Please discuss any questions/concerns/improvements you identify in the DRAFT Statement of Work. NARRATIVES SHALL BE NO LONGER THAN 10 TOTAL PAGES; information such as brochures, certifications, and other industry information are not included in the 10-page limitation. Please include the following information in your response/narrative: (1) Company name, address, point of contact information (email, telephone, etc.), and GSA Contract Number, if applicable; (2) Identification and verification of the company's SBA Certified business status (i.e., Large, Small, Certified HubZone, 8(a), Service-Disabled Veteran-Owned, and/or Women-Owned Business); (3) A narrative regarding a thorough review of the DRAFT Statement of Work, and any questions/concerns that need to be addressed/discussed; (4) A narrative regarding additional suggestions to improve the DRAFT Statement of Work and/or other information to meet overall agency needs; and (5) Estimated Pricing based on the DRAFT Statement of Work for hazardous response/clean-up. The EPA reserves the right to set this action aside for small businesses or subcategories of small businesses if it determines that there are two or more small businesses able to compete in terms of market prices, quality, and delivery. If set aside, a small business would be required to perform at least 50 percent of the direct labor costs incurred under the contract with its own personnel (FAR 52.219-14). Capability statements from small businesses should address their ability to meet this requirement. Capabilities Statements in response to this Sources Sought Synopsis must be submitted via FedConnect by June 7, 2024. Registration may be completed, and information regarding the registration process may be obtained at http://www.sam.gov . There is no charge for registration in SAM. A separate synopsis or solicitation may be issued for the Request for Quote (RFQ) resulting from this Sources Sought Synopsis.
