- W912HZ24Q1083 NOTICE OF INTENT TO SOLE SOURCE: This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 13.106-1(b). The Engineer Research and Development Center (ERDC), US Army Corps of Engineers (USACE) intends to issue a five year (one 12-month base year; and four 12-month option years); firm fixed priced; sole source award contract to Chesapeake Bay Diving, Inc, Portsmouth, Virginia, in accordance with FAR 13.501(a)(2)(i). This notice of intent is not a request for competitive quotations; however, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. All submissions will be considered; however, there is no guarantee that submissions will in any way alter the Government�s acquisition strategy. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. NAICS Code: 561990 � All Other Support Services Product Service Code: R499 Support Services Profession Background: ERDC�s Coastal & Hydraulics Laboratory in Vicksburg, MS intends to procure the services of a professional dive team to provide maintenance, cleaning, and repairs for the Field Research Facility�s (FRF) unique deployment, mounting and cabling system which requires precise work off and around amphibious vehicles in the surf zone. The work to be performed under this contract will take place in the near-shore regions of the Atlantic Ocean and adjacent sounds, most often at the FRF, but also along the coast and inland waterways of the Mid Atlantic Seaboard. The diving services to be performed for FRF projects include but are not limited to the following: Install and secure to ocean bottom instrument mounts or equipment used in FRF research, data collection, or testing activities. These may be hardwired to the beach or pier or freestanding. Inspect, clean, remove or replace oceanographic equipment from structures for servicing or repair (instrumentation may be hardwired or self-contained). Inspect, clean, remove or replace mooring pipes for securing instruments, equipment, or buoys to the sea floor. Water jetting is the most common method of installing pipes in the nearshore. Assist in the removal and replacement of data cables running from structures to pier or beach. Install and repair mounts attached to pilings, pipes, or anchors under FRF pier or elsewhere in the FRF research area. Collect samples from the sea bottom or water column. This could include but is not limited to sediment samples or water samples. Place and/or remove equipment or objects on the sea floor as part of the FRFs research or testing activities. Recover instruments or equipment deployed. Diving will be in open water and will not require entry into confined spaces or enclosures. Water depths for dives may vary from three feet to one hundred plus feet. Must have the ability to encounter conditions which may affect the safety or of operations such as reduced visibility, cold water temperatures, wind, waves and strong current. Must have ability to provide the following: Professional drive services in coordination with FRF operations and science staff. Accomplishments on a given day will be a function of difficulty of work and ocean conditions. Documentation of each dive action including logs and drawings are required to ensure precise and through communication between dive team, dive inspector, and scientific staff. Documentation and reporting for each dive as described in the Corps Health and Safety Requirements Manual EM3851-1. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offers list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
