- Description The U.S. Army Corps of Engineers, Los Angeles District (SPL) intends to place a brand name specification into solicitation W912PL24R0029 in accordance with FAR 6.302. Interested persons may identify their capability to respond to the requirement. This notice is not a request for competitive proposals; however, all information received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for Alamo Dam Gate Rehabilitation and Hydraulic Cylinder Replacement. The U.S. Army Corps of Engineers, Los Angeles District, anticipates a future procurement for the Alamo Dam Gate Rehabilitation and Hydraulic Cylinder Replacement at Wenden, AZ. The installation and removal of the maintenance bulkhead to provide closure to the conduit, fabrication of three service gates & three emergency gates with hydraulic components, installation of a control tower crane/lifting system, hazardous gas abatement, and incidental related work. The Alamo Service and Emergency Gate Replacement project requires a sole source justification for multiple ingredients within the paint formula as outlined in specification section 09 97 022 PAINTING: HYDRAULIC STRUCTURES. The ingredients that make up this vinyl paint system are the only ones tested and approved by USACE Construction Engineering Research Laboratory (CERL) for use as protective coating on underwater steel structures. Although the vinyl paint system can be procured from multiple manufacturers, certain ingredients within the paint system are only available from the specific manufacturers listed below. Due to proprietary information of these specific ingredients, decades of performance testing and importance of the protection coating for submerged steel structures, altering the paint formulation by changing the specific ingredients would result in an inferior protective coating system. The ingredients listed in part 3 below will not only mitigate the risk of an inferior protective coating and any unforeseeable costs including repairs and future maintenance, but it will also maintain the integrity of the premier protective coating system with decades of testing and approved by CERL. These ingredients make up a small portion of the overall paint system, in which the paint system is itself a small portion of the overall cost for the metallic elements of the new weir and fish passage construction. The cost of the entire paint system is currently estimated at less than $226,010 which includes labor, materials, equipment, and markups. However, the specific ingredients required in the paint formulas are estimated at less than $5,650 (approximately 2.5% of the materials cost) of the total paint system. This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Notice of Intent (NOI) is to obtain sources for the CERL vinyl paint to meet the above requirements. If no other sources exist that can meet these requirements, then it is the Government�s intent to specify the Construction Engineering Research Laboratory Brand Name for completion of the Alamo Dam Gate Rehabilitation and Hydraulic Cylinder Replacement at Wenden, AZ solicitation. Firms interested in being considered shall provide manufacturer's name, product data, and written statement of compliance with stated requirements. The written statement of compliance shall include necessary backup design information and supporting documentation. A list of projects in which the equipment has met similar requirements for similar applications shall be provided. The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this notice nor return the data provided. Responses should be emailed to the contacts identified in SAM.gov no later than 5:00 PM PDT, 06 June 2024. No other forms of transmission are requested or will be accepted.
