Description

Request for Proposal (RFP) for the Space Test Experiment Platform (STEP 2.0) Program Solicitation #FA880924RB001 Pursuant to FAR 15.203, this RFP communicates Government requirements to prospective contracts and solicits proposals for the STEP 2.0 program. The Step 2.0 program establishes a Multiple-Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with separate Delivery Orders (DOs) to procure proven spacecraft (SC) and space access for science and technology (S&T) experiments. The STEP 2.0 IDIQ contract vehicle provides the ability to execute DOs aligning payload (PL), Space Vehicle (SV), and Launch Vehicle (LV), schedules with on-orbit operational capability. The anticipated period of performance of this IDIQ includes a base period of five (5) years with one (1) option period spanning five (5) additional years. The Government anticipates a Firm Fixed Price (FFP) contract type for each Spacecraft solution offered. Most work allows the contractor to contemplate either a FFP or Cost Plus Fixed-Fee (CPFF) contract type solution. A Not Separately Priced Data and Reports CLIN exists for each contract type and should mirror the contract type proposed on the work CLIN. If providing classified mission information within the Prior Customer Questionnaire, please follow the instructions in Section L for submission. Please do not send classified information to the Contracting officer listed below. Proposal submission through the Procurement Integrated Enterprise Environment (PIEE) is required. The Vendor Registration Guide is attached this RFP. Other PIEE links, including user and machine setup, are also linked below. The Government requests proposal submissions on or before 12 July 2024.
