Description
This is a SOURCES SOUGHT request for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine the interest on contractors capable of meeting the requirements listed below. The Department of Veterans Affairs, Regional Procurement Office Central, Network Contracting Office 10 is seeking sources to provide dry ice pellets for the Lieutenant Colonel Charles S. Kettles VA Medical Center located at 2215 Fuller Road, Ann Arbor, MI 48105. The associated North American Industry Classification System (NAICS) Code is 325120 Industrial Gas Manufacturing, and the Business Size Standard is 1,200 Employees. The Contractor shall provide all necessary labor, materials, and transportation as necessary to deliver dry ice to the government for the period of 07/01/2024 to 06/30/2025 with four (4) available option periods. The purpose of the dry ice is to keep the collected samples from labs cold for shipping and to hold the specimens of the many experiments being done in building 31. The anticipated contract base year and option periods are as follows: Base Year: July 1, 2024 June 30, 2025 Option Year 1: July 1, 2025 June 30, 2026 Option Year 2: July 1, 2026 June 30, 2027 Option Year 3: July 1, 2027 June 30, 2028 Option Year 4: July 1, 2028 June 30, 2029 The Contractor may choose ONE of the following methods of delivery and items for the entire period of service (base year and 4 option years): Delivery Option 1 a. Deliver 50 pounds of dry ice every Monday. Ice shall be in the shape of 5/8 pellets. b. Deliver 50 pounds of dry ice every Wednesday. Ice shall be in the shape of 5/8 pellets. c. Deliver 50 pounds of dry ice every Friday. Ice shall be in the shape of 5/8 pellets. Delivery Option 2 a. Deliver 150 pounds of dry ice every Monday. Ice shall be in the shape of 5/8 pellets. Transportation: Transportation via refrigerated truck shall be included. Storage: The VA will supply a refrigerated container sufficient to contain 150 pounds of dry ice. Delivery: a. Location: Deliveries shall be made to building 31 of 2215 Fuller Road, Ann Arbor, MI, 48105. Contractors will be met at the building entry and escorted by research staff to the appropriate room. b. Receiving Hours: All deliveries shall be made between the hours of 8:00 a.m. and 9:30 a.m. Monday, Wednesday and Friday if delivery option 1 is selected, or 8:00 a.m. and 9:30 a.m. on Mondays if delivery option 2 is selected. These delivery days are excluding any day declared an official federal holiday. Holidays observed by the VA Medical Center are: New Year s Day Martin Luther King, Jr. Day Presidents Day Memorial Day Juneteenth Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day c. If a government holiday falls on a Monday, then scheduled delivery will be on Tuesday of that week. If a government holiday falls on a Wednesday, then scheduled delivery will be on Tuesday of that week. If a government holiday falls on a Friday, then scheduled delivery will be on Thursday of that week. VA has the option to increase, decrease, or cancel any delivery. Contractor shall receive one (1) day advance notice in any of these situations. Safety requirements: In the performance of this contract, the contractor shall take such safety precautions as the Contracting Officer, or his designee may determine it be reasonably necessary to protect the lives and health of occupants of the building. Any contractor that believes they are capable and desires to claim preference for SDVOSB or VOSB status must be registered with the SBA Veteran Small Business Certification Program (VetCert).
