Description
This is a Special Notice and does not constitute a commitment, implied or otherwise, that the National Aeronautics and Space Administration (NASA) will take action in this matter. Background: As NASA plans for the retirement of the International Space Station at the end of the decade, the ability of private industry to take on the task of providing routine utilization of low-Earth orbit and maintaining a continuous U.S. presence in space is of vital importance to both NASA and U.S. goals. In a multiphase strategy, the Lyndon B. Johnson Space Centers (JSC) Commercial Low-Earth Orbit Development Program (CLDP) is helping to spur the development of new low-Earth orbit space destinations and supporting systems from private industry. These systems include end-to-end services such as the in-orbit destination, visiting vehicles, and supporting launch vehicles and ground systems. NASA is currently developing requirements for Commercial LEO Destination (CLD) capabilities that would be able to support NASA astronauts and other spaceflight participants safely in LEO on a commercially owned and operated space system. NASA anticipates a CLD-provider will be required to be a U.S. Commercial Provider as defined in 51 USC 50101(7). See link here for additional information: https://www.nasa.gov/leo-economy/low-earth-orbit-economy/ Purpose: NASAs CLDP invites industry to attend a TIM regarding CLDPs draft concepts on Utilization Operational Context and Requirements. NASA will outline utilization operational concepts for CLDs along with draft requirements for NASAs Basic Laboratory Capability (BLC). This two-day event will be hosted at JSCs Gilruth Center (Destiny Ballroom) in Houston, TX on June 11th, and 12th, 2024. The draft agenda is included below: June 11th, 2024 8:15am: Gather and Coffee 8:30am: Welcome and TIM Kickoff 9:00am: Ground rules and Disclaimers 9:05am: Utilization Background and TIM History 9:35am: CLD Introductions (Lightning Talks; 5min/CLD) 10:30am: Break 10:45am: NASA Utilization Operational Context 11:15am: Basic Laboratory Requirements Discussion 12:30pm: Lunch Break 1:30pm: Requirements (continued) 2:15pm: Payload Interoperability 2:25pm: Requirements still in work 2:30pm: Notional Payload Life Cycle and Examples 3:30pm: Break 3:45pm: Feedback session Questions for Requirements Questions for Operations June 12th, 2024 8:30am: Gather and Coffee 9:00am: Welcome to Day 2 9:05am: Ground rules and Disclaimers 9:10am: Implementation Partner introductions (Lightning Talks; (5min/Implementation Partner) 11:10am: Break 11:25am: Questions and Feedback 12:00pm: Official End of TIM This event supports NASAs effort to maintain open communications with the private sector that could aid in the development of safe, reliable, innovative, and cost-effective space destination capabilities. This TIM is an opportunity for CLD-Providers as well as Implementation Partners (IPs) to potentially collaborate in the development of the capabilities required to support CLD end-to-end services. NASA is providing an opportunity for representatives of CLD-Providers and IPs to present 5-minute Lightning Talks as a way of capabilities introduction during the meeting. Industry Lightning Talks are scheduled as follow: June 11, 2024, reserved for CLD-Provider representatives (industry members intending to develop and provide LEO destinations and end-to-end services). June 12, 2024, reserved for IP representatives (industry members intending to provide supplemental integration services and capabilities for CLDs). If you are a representative of a CLD-Provider or an IP, you must request the opportunity to provide a Lighting Talk with your registration. You must also acknowledge and agree that all materials submitted for the lightning talk are cleared for public release and acknowledge that the materials will be included in the recordings of the meeting proceedings. Therefore, do not submit or present any proprietary data in response to this event. Information with proprietary markings will not be read or considered. Opportunities for virtual one-on-one sessions with NASA CLDP team members may also be requested. These sessions are primarily intended for CLD-Providers and IP representatives and will be scheduled on or after the week of June 17th. Details for these sessions will be developed after the receipt of the request. NASA reserves the right to share all information received in response to this event within the Commercial Low-Earth Orbit Development Program and other NASA program stakeholders, and to use all information submitted in response to this exchange in the formulation of CLDP strategy. Attendance: Space is limited and pre-registration is required to ensure availability for in-person attendance. Each company will be limited to having a maximum of 4 in-person attendees. There will not be a virtual attendance option; however, NASA intends to record the event and post to this site at a later time after the meeting concludes. Location: Destiny Ballroom inside of the Gilruth Center (18600 Space Center Blvd, Houston, TX 77058). Date and Time: June 11, 2024 8:15am to 4:00pm June 12, 2024 8:30am to noon. Registration: Interested parties are required to RSVP by submitting a request to the following email address: jsc-cldp-cdff@mail.nasa.govwith the subject line: RSVP to CLDP TIM INSERT COMPANY NAME. Please submit only one registration request per company/organization no later than 4:00 pm Central time on Friday, June 7, 2024. Please include the following information in the registration request: Company/Organization Name: Company Point of Contact: name, position/title, email address and, phone number. List of People Attending in-person by name and position/title. Do you represent a CLD-Provider? (Y/N): Would you like to present a 5 min lightning talk? (Y/N): If yes, provide name/title of person presenting. Do you acknowledge that all material you present will be cleared for public release and made publicly available? (Y/N): Do you represent an Implementation Partner? (Y/N): Would you like to present a 5 min lightning talk? (Y/N): If yes, provide name/title of person presenting. Do you acknowledge that all material you present will be cleared for public release and made publicly available? (Y/N): If not a representative of a CLD-Provider or Implementation Partner, what is your interest in this TIM? Is there a specific Utilization-related topic you are most interested in for this or other future CLDP discussions? Would you like to request a one-on-one feedback session with NASA CLDP members?
