Description
Private Security Companies (PSCs) contracted by the U.S. Government operate to support peace and stability initiatives in areas of armed conflict, post conflict, and comparable situations where military or other government security forces are unavailable, insufficient, or inappropriate. PSCs protect relief, recovery, and reconstruction activity from theft, extortion, vandalism, terrorism, and other unlawful activities. Effective discipline, training, and oversight of the Government�contracted PSCs build confidence in the local population, reduce the risk of civilians and civilian activities from becoming military targets, and support the restoration of the rule of law. To accommodate this objective, a performance work statement (PWS) provides a full spectrum of private security functions in support of contingency operations, other significant military operations, humanitarian and peace operations, or exercises for multiple agencies in multiple Outside the Continental United States Combatant Commands AORs. Examples of the private security functions the contractors provide are fixed guard duties at Entry Control Points, towers, Ammunition Supply Points, and mobile/roving patrols along base perimeters and other designated routes. The requested period of performance (PoP) is 07 May 2024 through 06 November 2025 which is inclusive of a 15-month base period and a 3-month option period. The Government will utilize the base period to complete the source selection evaluation and award for the follow-on competition, Global Protective Services (GPS). The option period will be utilized in the event there is a delay in the source selection or a protest is filed. The estimated total dollar value of the bridge which is inclusive of the option. This estimate is based on historical contract data, including the recently rebaselined Kuwait task order, due to the virtually identical scope. ACC-RI coordinated with the current task order requiring activities, U.S. Army Central Command (USARCENT), the CJTF-HOA, to develop the estimated value of the bridge PoP. The following table summarizes the requested ordering period extensions and the associated estimated value.
