SPECIAL NOTICE 145019-24-0004SRG *** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with OCLC, Inc. out of Dublin, OH for OCLC Cataloging and Interlibrary Loan for NOAA Libraries (all locations). ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement that OCLC is the sole provider of OCLC Cataloging and Interlibrary Loan Services. The OCLC Database for Cataloging and Searching purposes uses the Connexion Computer Program. OCLC services are used to locate, acquire, catalog, lend and preserve library materialS. The OCLC Database contains records in Machine Readable Cataloging (MARC) format contributed by library catalogers worldwide who use OCLC as a cataloging tool. These MARC format records are then downloaded into the libraries' local catalog systems. This allows libraries to find and download records for materials to add to their local catalog without the lenghty process of cataloging each individually. Titles, not available in WORLDCAT, can be added by member libraries for use by all in the system. The source has one or more of the following: An established exclusive licensing agreement, proprietary data, limited rights in data, patent rights, OEM required certification or oem authorized reseller, copyrights or secret processes with regard to the supplies or services required. No other service can provide the scope and breadth of materials and participating libraries. It is the single resource used by all types of libraries to provide these services from public to academic to government research facilities. The period of performance will be from 7/1/2024 through 6/30/2025. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
