- The Department of State is issuing this synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Construction Surveillance Technician Services. Additional information regarding the requirement is available in the Background/Description of Need /Objective section below. The result of this market research will contribute to determining the method of acquisition. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� If your organization has the potential capacity to perform these contract services, please provide the following information in no more than 3 pages: organization name, point of contact, address, email address, website address, telephone number, and business size and socioeconomic status (if applicable), tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, address the administrative and management structure of such arrangements, any applicable North American Industry Classification System (NAICS) code, and any applicable contract vehicles (i.e. Federal Supply Schedules and GWACs). The government will evaluate market information to ascertain potential market capacity to: provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Based on the responses to this request for information (RFI), this requirement may be set aside for small businesses or procured through full and open competition, and multiple awards may be made. The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this RFI by 11:59 pm on June 04, 2024. All responses under this notice must be emailed to Wendy Bibb at BibbWG@state.gov and Consuella Hopkins at HopkinsCC@state.gov. Please limit submissions to a MAXIMUM of 5 pages (cover page and product description(s)). The Government will not entertain telephone calls or questions for this RFI. Note that RFI respondents shall designate a single Point of Contact for receipt of all information pursuant to this RFI. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Method of submission: one electronic submission in machine-readable format (typically PDF or MS Word). Early submissions are encouraged. DS reserves the right to review late submissions but makes no guarantee to the order of, or possibility for, review of late submissions. Unsolicited proposals in response to this RFI will not be considered. Background The Department of State (DoS) Bureau of Diplomatic Security, Office of Physical Security Programs (PSP), Facilities Security Division (FSD), Domestic Building Branch (DBB)� has a requirement for Construction Surveillance Technicians (CSTs) services to support Construction Surveillance Detection Service operations via the CST Site Security Program. The specific goal of the CST site security program is to detect unauthorized access to controlled areas, deter the introduction of unauthorized materials to the site, and to observe activities of construction workers and/or visitors(s) on site to prevent the implantation of clandestine surveillance devices or systems into the structure being constructed. Integral to the CST Site Security Program are the CSTs, who are professionally trained in surveillance and construction techniques for the purpose of ensuring the security and integrity of a construction site, controlled access areas (CAA), and materials scheduled for use or inclusion in a controlled area at select domestic facilities within the Continental United States. Objective To establish a single award Blanket Purchase Agreement (BPA) for one (1) base year (12 months) plus four (4) option years to one (1) for CST services. BPA Calls will be issued using fixed Labor Hour (LH) rates for all CST CLINs and Cost Reimbursable (CNF) Travel CLINs. Labor was billed at the established fully burdened rates per the BPA. Required Capabilities The requirements for this service is described in the attachment of this Sources Sought notice. The attachment is the form of the DRAFT Statement of Work (SOW).� ELIGIBILITY This requirement requires the company to have a TOP SECRET FACILITIES CLEARANCE at the time of award.
