- SOURCES SOUGHT NOTICE (SSN) ONLY This Sources Sought Notice is for market research purposes in identifying capable small and large business vendors and does not constitute a Request for Proposal or Quotation. OVERVIEW Requirement: This notice is issued by the National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite Data and Information Service (NESDIS), Center for Satellite Applications and Research (STAR), Satellite Oceanography & Climatology Division (SOCD), Marine Ecosystems and Coastal Branch (MECB) to identify sources capable of providing the following: The requirement is to provide 1) Two refreshed Marine Optical Buoy (MOBY) systems and 2) operations, maintenance, and sustainment for three (3) refreshed MOBY systems. NAICS Code/Size Standard: The applicable NAICS Code is 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), and the size standard is 1,000 employees. Key Criteria:� MOBY system update and refresh - The assembly and full integration of the redesigned and upgraded MOBY optical systems and buoy framework, resulting in delivery of the final two (2) new (refreshed) and operation-ready MOBY systems. � MOBY operations - The assurance of continuous functionality of a MOBY system in the marine environment deployed near Lanai, Hawaii and the provision of Department of Commerce (DOC) National Institute of Standards and Technology (NIST) traceable, quality controlled ocean color vicarious calibration data. Operations include: Regular exchanges (recovery and deployment) of MOBY systems with proper commercial sea-going vessel coordination ( on a quarterly basis).� Calibration of the MOBY system pre- and post-deployment with NIST traceable standards. Refurbishment of recovered MOBY system prior to its next deployment; Coordinating monthly SCUBA diver MOBY system cleanings (biofouling) and general infrastructure inspections during deployments. Coordinating and maintaining a MOBY operations facility. The current operations facility consists of 30,500 square feet of outdoor and indoor workspaces and is located adjacent to dockside for ship and water access. Bi-annual replacement of the MOBY mooring buoy.
