SOURCES SOUGHT NOTICE (SSN) ONLY This Sources Sought Notice is for market research purposes in identifying capable small and large business vendors and does not constitute a Request for Proposal or Quotation. It is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided. The information provided in this SSN is subject to change and does not bind the Government to any future obligations. All submissions become the property of the Government and will not be returned. OVERVIEW Requirement: This notice is issued by the National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite Data and Information Service (NESDIS), Center for Satellite Applications and Research (STAR), Satellite Oceanography & Climatology Division (SOCD), Marine Ecosystems and Coastal Branch (MECB) to identify sources capable of providing the following: The requirement is to provide 1) Two refreshed Marine Optical Buoy (MOBY) systems and 2) operations, maintenance, and sustainment for three (3) refreshed MOBY systems. NAICS Code/Size Standard: The applicable NAICS Code is 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), and the size standard is 1,000 employees. Key Criteria:� MOBY system update and refresh - The assembly and full integration of the redesigned and upgraded MOBY optical systems and buoy framework, resulting in delivery of the final two (2) new (refreshed) and operation-ready MOBY systems. � MOBY operations - The assurance of continuous functionality of a MOBY system in the marine environment deployed near Lanai, Hawaii and the provision of Department of Commerce (DOC) National Institute of Standards and Technology (NIST) traceable, quality controlled ocean color vicarious calibration data. Operations include: Regular exchanges (recovery and deployment) of MOBY systems with proper commercial sea-going vessel coordination ( on a quarterly basis).� Calibration of the MOBY system pre- and post-deployment with NIST traceable standards. Refurbishment of recovered MOBY system prior to its next deployment; Coordinating monthly SCUBA diver MOBY system cleanings (biofouling) and general infrastructure inspections during deployments. Coordinating and maintaining a MOBY operations facility. The current operations facility consists of 30,500 square feet of outdoor and indoor workspaces and is located adjacent to dockside for ship and water access. Bi-annual replacement of the MOBY mooring buoy. Please note that companies must be registered in the System for Award Management (SAM) to be considered potential sources (beta.SAM.gov). 4. � � � Business Size in relation to NAICS 541715 and any SBA socio-economic certifications. 5. � � � Demonstrated capabilities in meeting the needs of the Key Criteria listed above.� 6. � � � Conflict of Interest: Please detail the extent to which the respondent is aware of any potential organizational conflict of interest issues related to this requirement.� Response Format: In order to better assist in the review of responses to this SSN, respondents are encouraged to prepare a capabilities statement that does not exceed 5 pages.
