Description
The U.S. General Services Administration (GSA), Public Buildings Service (PBS), Region 4, is pleased to announce the Solicitation Notice for the Multiple Award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide General Construction Services for projects on or within federal properties and facilities, owned and/or leased, in the Southeast Sunbelt Region 4 (as defined: Alabama, Mississippi, Tennessee, Kentucky, Georgia, Florida, North Carolina, and South Carolina). The Government intends to award multiple, Multiple Award Task Order Contract (MATOC) contracts to procure construction services. The resulting contracts are intended for projects ranging in cost that exceed the micro-purchase threshold of $2,000 to the Simplified Acquisition Threshold (SAT) of $250,000.00. These contracts will allow Contract Specialists/ Contracting Officers located in the field offices of each state in PBS Region 4 an efficient means to fulfill construction services below the SAT. The term of the IDIQ contract will be for a five-year period of performance, without options. The estimated 5-year period of performance is 10/01/2024 � 09/30/2029.� The period of performance for each task order will be established and documented at the task order level. The scope of this proposed procurement includes the provision of the following services: A broad range of services potentially requested under this IDIQ contract may include but are not limited to the following: Wall partition construction, modification and alteration of floor and wall mounted telephones, signal, and power outlets to be included in the modification of associated conduit, surface mounted raceway and various under floor duct systems Installation of new and alteration of existing power panels Carpet and carpet tile installation Painting HVAC duct work modification and repair Door, door frame, and door set hardware installation Installation of various wall coverings and draperies Communications cabling Grid ceiling and lighting installation and modification Modification of existing building fire sprinkler systems Hazardous materials identification, abatement and monitoring The General Construction Contractor shall provide experts in disciplines listed in PBS-P100, Facilities Standards for the Public Buildings Service, and as otherwise required in this section, with credentials as indicated, as they apply to this project. The General Construction Contractor shall provide sufficient staff of project managers, superintendents, inspection and testing engineers, clerical and accounting personnel, etc. to perform the required work. At a minimum, the General Construction Contractor key team members shall consist of the following: Project Manager Construction Superintendent This procurement is set aside exclusively for Small Business concerns in accordance with FAR 52.219-6. The minimum guarantee for this contract is $2,000 for the base year only. The resulting IDIQ Multiple Award Task Order Contract(s) will have a capacity of $15M and duration of five (5) years. The maximum ordering limit for any single task order will be $250,000.00. The Minimum Ordering limit for Task Orders will be $2,000.00. The IDIQ will not be subject to a yearly maximum ordering limit (MOL). The maximum ordering limit for the life of the contract will be $15M. This IDIQ will follow the Brooks Act Per FAR Part 36- Construction and Architect- Engineer Contracts. NAICS: This procurement will be conducted under North American Industry Classification System (NAICS) Code 236220--Commercial and Institutional Building Construction. The Small Business size standard is an average annual sales and receipts for the past three years that are equal to or less than $45,000,000. Offerors will be required to provide proof of licensing in the state of which the proposal is being submitted for as part of their proposal submission. The solicitation package (offer forms, attachments, clauses, and provisions) is available only electronically on sam.gov. Potential offerors are responsible for downloading the solicitation and attachments, and for monitoring the website for possible amendments and/or additional information. All information, amendments, and questions concerning this solicitation will be electronically posted on http://www.sam.gov. In order to participate in this procurement, offerors MUST be registered in the System for Award Management (SAM). There is no fee to register for this site. All offerors are required to have an active registration in the System for Award Management (www.SAM.gov) at the time of offer submission and shall continue to be registered until time of award, during performance, and through final payment of any contract. Interested firms are required to submit their annual representations and certifications through the SAM website. The website for SAM is http://www.sam.gov. In addition, in order for contractors to have access to Federal space, the contractor will be required to adhere to the Homeland Security Presidential Directive 12 (HSPD-12), Directive Clearance Process, in accordance with FAR 52.204-9 - Personal Identity Verification of Contractor Personnel (JAN 2011) as well as other security clearances that may be required. To access these documents your company must request access through www.sam.gov. Proposals for this Solicitation must be submitted via e-mail in portable document format (PDF). Proposals MUST BE RECEIVED NO LATER THAN stated due date and time in this solicitation. **No telephone requests or questions will be accepted.** This solicitation is not a sealed bid procurement and there will not be a formal public bid opening. All inquiries must be in writing. All answers will be provided in writing and will be available on the SAM posting. All questions pertaining to the solicitation must be submitted in writing by email to the listed Contract Specialist.
