- Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm-fixed priced contract to Nemo-Q, INC for procurement of the following Services: SERVICES TO BE PROVIDED The contractor shall provide all labor, materials, parts, equipment, tools, travel time and transportations required to perform these services at no additional cost to the Government. Service Warranty (Nemo-Q Queuing Systems) Maintenance: The contractor shall provide service and support of both hardware and software components. Maintenance includes the following: Repairs and support Technical support: Support Personnel will be available by telephone from 0800 to 1700 each business day. Software upgrades as they become available. On site repairs: Contractor will dispatch on-site support personnel within 24 business hours of determining that phone support is insufficient to correct problem. After repair, the contractor shall submit a detailed work report to include all required materials at no charge to the facility. For the delivery of repair parts or materials, the contractor shall provide all parts and materials at no additional cost to the government. Contractor shall remove all parts, equipment or materials replaced, or upgraded by the contractor due to, but not limited to, repairs, replacements, recall, and upgrades without any cost to the government. Training: The contractor will provide on-site training. Repair: Contractor will provide all parts, labor, and return shipping costs associated with Instrument repair incurred during the duration of this Agreement. Routine parts replacement includes any device associated with the Instrument, except consumable items such as printer cartridges or other supplies identified in the Operator s Manual. On-site service calls are to be performed during normal work hours, Monday thru Friday from 8:00 am to 5:00 pm local time. Contractor shall use reasonable efforts to schedule on-site service to occur on the first business day after Technical Support receives the request and determines the need for on-site service. Parts: The Contractor shall furnish and replace all necessary parts as required to return equipment to full manufacturers published specifications. The Central Texas Veteran s Health Care System (CTVHCS) has a need for a contractor to continue to provide full-service warranty and repair for the Nemo-Q Queuing system located at all clinics within the CTVHCS. This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 5 days from the publication of this notice, a contract/order will be issued to Nemo-Q, INC without any further notice. The proposed contract actions are for services, which the government intends to negotiate with only one source. The anticipated statutory authorities permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed sole source procurement will be made by a pricing agreement with Nemo-Q, INC.
