- NOTICE OF INTENT � National Academy of Sciences / Federal Facilities Council This is a NOTICE OF INTENT to award a sole source contract using Federal Acquisition Regulation (FAR) Part 6.302-1 other than full and open competition as authorized by statute. The U.S. Department of Energy (DOE), Office of Acquisition Management, intends to award a sole source contract to the National Academy of Sciences to obtain technical services of the Federal Facilities Council (FFC). The FFC's mission is to identify and advance technologies, processes, and management practices that improve the performance of federal facilities over their entire life-cycle, from planning to disposal. These activities address the needs of the Department of Energy and other sponsor agencies by identifying and advancing technologies, processes, and management practices that improve the planning, design, construction, management, operation, and evaluation of federal facilities and enable more effective utilization of available resources. The requirement consists of the FFC overseeing and assessing the validity of scientific and engineering excellence in the Department of Energy�s missions and programs. Over the next five years the FFC will support the Department of Energy by conducting objective technical studies, planning and organizing workshops and forums, and promote interagency cooperation and information exchange to facilitate the gathering, collating and dissemination of information on the application of industry best practices in the area of federal facilities asset management. In accordance with Competition in Contracting Act, 41 USC 3304, as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source, and no other supplies and services will satisfy agency requirements. The Government intends to award a sole source purchase order to the National Academy of Sciences, 2101 Constitution Avenue, NW, Washington, D.C. 20418. The contemplated award will be for a period of five years consisting of one (1) 12-month base period and four (4) 12-month option periods from 07/2024 to 07/2029. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit the following information within fifteen (15) calendar days of publication of this notice which shall be considered by the requesting agency: � Detailed capability statement to include prior experience and relevant contracting information (e.g., contract number, contract total value, agency name, identify as prime or subcontractor, % involvement, etc.) � Description of technical offering � Confirm System for Award Management (SAM.gov) registration status (e.g., provide unique entity identification (UEI) number) � Provide small business designation certification, if available. � Provide a list of active Federal Supply Schedule (FS), Governmentwide acquisition (GWAC), or multi-agency (MAC) contracts (e.g., GSA or GSA OASIS, NASA SEWP, etc.) for similar work, if available. SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. Responses must be in writing and delivered by e-mail to the contract specialist, ellen.baptist@hq.doe.gov. The e-mail shall contain the following subject line: Response to Notice of Intent 89303024NMA000082. Please submit all information no later than June 18, 2024, 6:00 P.M. EDT. A determination by the Government to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition requirement.
