- This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.� No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The U.S. Army Corps of Engineers � Far East District has been tasked to solicit for and award a contract for the proposed requirement. This will be a competitive, firm-fixed price contract. The government intends to issue a solicitation; however, the results and analysis of the market research will finalize the determination of procurement method. The acquisition strategy will depend upon the capabilities of the responses to all synopsis issued. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry. Project Description: The USACE Far East District requires contractor�s technical support and services to provide Aqueous Film Forming Foam (AFFF) support to include removing, disposing, and replacing all foam containing perfluoroalkyl substances (PFAS) for existing fire protection systems at various U.S. Military installations in the Republic of Korea.� Firefighting and suppression foams such as AFFF are used primarily to control fires involving flammable liquids such as oil and fuel.� Such foams control fires by forming films which serve as barriers that effectively starve fires of oxygen.� AFFF based systems are presently installed and utilized at military installations throughout the world.� The key ingredients of AFFF are mixtures of hydrocarbon and fluorocarbon surfactants acting as surface active agents which are important in fire suppression effectiveness.� Of these, perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS) are family to a large group of perflouroalkyl substances (PFAS) that have come under increasingly greater environmental concern and scrutiny because of their toxicity to human and animal health, persistence in the environment, and their potential for bioaccumulation.� The National Defense Authorization Act (NDAA) for the Fiscal Year (FY) 2020 has prohibited department of Defense (DoD) use of AFFF by 1 October 2024 at all military installations.� The projected period of performance is for a one-year period: Base Year: 12 months commencing upon contract award. The North American Industry Classification System code for this procurement is 562211. The Federal Supply Code (FSC) is F108. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Anticipated solicitation issuance date is on or about 15 July 2024, and the estimated proposal/quotation due date will be on or about 15 Aug 2024. The official Synopsis citing the solicitation number will be issued via SAM.GOV website at sam.gov and inviting Contractors to register electronically to receive a copy of the solicitation when it is issued. Contractors� response to this Synopsis shall be limited to 5 pages and shall include the following information: Contractor�s name, address, point of contact, phone number, and e-mail address. Contractors� interest in bidding on the Performance Work Statement of the subject solicitation when it is issued. Contractor's capability to perform a contract of this scope, including the Contractors� capability to execute comparable work performed within the past five years. Incorporate a brief description of the project, customer's name, timeline of performance, customer satisfaction and dollar value of the project - provide at least one examples. Contractor�s interest in proposing on this requirement and the amount of time willing to commit to this effort. Interested Contractors shall respond to this Sources Sought Synopsis no later than 2:00 p.m KST, Tues., 18 Jun 2024 via email only.
