Description
Concept Overview � United States Special Operations Command�s (USSOCOM) Directorate of Science and Technology (S&T) Futures and UK Strategic Command (UKStratCom) seek to develop concepts under the theme, �Smart Cities: Future Challenges for Special Operations Forces (SOF).� The event seeks to explore the challenges of physical and remote SOF operations in a range of future complex smart cities scenarios. In support of those efforts, a Rapid Capability Assessment (RCA) will be conducted on the 16th � 20th of September 2024 in the UK and will require full-time participation (~0830-1700 UTC each day) from successful applicants. A precursor event, Innovation Foundry 15 (IF15), explored the rapidly changing nature of SOF�s future operating environment which will increasingly involve smart, interconnected cities. More than 50% of humanity resides in cities, and by 2030 there will be more than 60 cities globally with populations between 5 and 10 million. Many of these cities will be located within global resource hot spots in an increasingly multi-polar world order that challenges hegemonic legacies. These dense urban areas are becoming ever more complex; socially, physically, and technologically. RCA15 aims to support and inform the next step in the USSOCOM S&T Futures and UKStratCom process. During this event, selected concepts from early stages, will be developed further into concept capabilities. A group of experts from industry, academia, and defense will develop potential capability solutions that include market research of possible technology partners, a subsystem-level architectural breakdown, and a technology development roadmap. The teams will also generate initial Work Breakdown Structures and potential contract language to support follow-on capability definition. Event Objectives Develop an industry/academia recommended framework for capabilities required for future challenges likely to be encountered by SOF in Future Smart Cities. Design a Technology Insertion Roadmap (TIR) to assist USSOCOM/UKSTRATCOM in synchronizing efforts between TIRs, spend plans, and other acquisition and investment strategies. Provide reports and recommendations that identify and prioritize near term investments for development and courses of action for potential implementation. Areas of Focus There are five major areas of focus for RCA15 Signature management in contested urban environments in 2035. Contested urban communications in 2035. Mobility applications in Smart Cities in 2035 Non-Traditional Effects for 2035 Smart City Challenges. Sense and understand the environment in Smart Cities in 2035[EDR1]�. Participant Tasks RCA15 participants will be tasked with developing detailed capability assessments of the above areas of focus, including but not limited to: Market research of potential technology partners (foreign and domestic) A subsystem-level architectural breakdown A technology development roadmap Initial Work Breakdown Structures, and Potential contract language to define the capabilities RCA15 groups may be asked to identify means to counter potential adversary actions using innovative technologies and processes that are appropriate for the 2035 timeframe and that are specific to their areas of focus. Call For Participation We need experts to shape the framework that will potentially define Future Challenges for SOF in smart cities. If you have skills and interest in any of the areas of focus from any perspective, whether as a technology developer, strategist, end-user, or operator, and would be willing to help USSOCOM and UKStratCom develop a framework for next-generation Joint and Partner Force solutions for future smart cities, we invite you to apply using the form below �Application link�[TJ2]� All applications must be received by 1800 EST, 24 June 2024. Participants will be selected to provide a diverse and challenging dynamic at RCA15 with numerous different perspectives. Those selected to participate will receive an invitation to the RCA15 event on or around 4 July 2024. � Selected attendees may be compensated upon event completion. Required elements for completion are full participation in project-based capability development tasks. Government employees and Government support contractors may be present but are not eligible to receive compensation for any participation. Reports and recommendations may be incorporated into requirements of follow-on Prototype and Production Other Transaction (OT) Agreements from this selection.
