Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation number D-24-TR-0069 is being used as a Request for Quotation (RFQ) number. This solicitation is a 100% small business set-aside.� As required by FAR 4.1102, offerors are required to be registered in SAM (The System for Award Management) at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.� This solicitation is under NAICS 562112 Please see the attached documents for detailed requirement information. All quotes shall be on an all or none basis, alternate quotes will not be accepted. All sources shall submit a quotation which will be evaluated. In accordance with FAR Part 13.106 Simplified Acquisition Procedures - Soliciting competition, evaluation of quotations or offers, award and documentation, the Government intends to issue a firm-fixed priced (FFP), single award , multiple year, purchase order to the eligible, responsible offeror whose quote conforms to the requirements of this solicitation and offers the best value to the government, price and other factors considered.� Evaluation factors include, in no order of precedence: 1) Technical Approach 2), Relevant Past Performance, and Price.� When combined, Technical Approach and Past Performance is more important than Price. Technical Approach: The offeror must confirm their understanding of the subject requirement through a statement that addresses their method on executing and providing ALL items listed in section 2.0 of the Attachment No.2 Statement of Work. The offeror must articulate their capability to provide eligible personnel in accordance with the security requirements outlined in Section 5 of Attachment No.2 Statement of Work. The offeror must provide a brief description of how Emergency trash pickup, unexpected trash overflows, and Federal Holiday interference (trash pickup) will be adjudicated. The offeror must provide a brief description on their capability to execute monthly on time and accurate reporting in accordance will the deliverable outlined in Section 4 of the Attachment No.2 Statement of Work. Past Performance: The offeror must submit written references for Past Performance of similar projects performance for the Federal or State governments (preferred) or commercial/private entities in the Washington D.C area within the last 3 years to include contract numbers, total contract values, points of contact (name/phone numbers), locations/agencies. ��� All proposals evaluated will be evaluated against the following Factors: Factor 1: Technical Approach; Factor 2: Past Performance; and Cost/Price. Technical Evaluation will result in adjectival ratings of High Confidence, Some Confidence, Low Confidence, and overall for Factors 1, 2. A Low Confidence rating in factor 1, or 2 will result in an overall rating of Low Confidence. Cost/Price will be evaluated pursuant to FAR 15.4 for reasonableness; cost/price will not receive an adjectival or risk rating. The Government will evaluate cost/price for the base period, each option period, and overall based on: 1) comparing proposed pricing to the IGCE, and 2) proposal analysis techniques prescribed by FAR 15.404-1 to include, but not limited to, consideration of price reasonableness. Please complete Attachment No.1 Price Workbook for your price quote. PLEASE SEE THE ATTACHED VERSION OF THIS COMBINED SYNOPSIS SOLICITATION FOR CONFIDENCE RATINGS AND DEFINITIONS. Each Technical Evaluation Panel voting member will assign a rating of ""High Confidence"", ""Some Confidence"", or ""Low Confidence"" for Factor 1-3, and ""High Confidence"", ""Some Confidence"", ""Low Confidence"" or �Neutral� for Factor 4, to each Technical Evaluation Factor during the individual and consensus evaluation periods, based on how effectively an Offeror's proposal satisfies the minimum requirements of the solicitation. Any questions must be submitted in writing no later than May 28, 2023 at 10:00 AM EST. The deadline for submission of quotes is June 4, 2023 at 12:00 PM EST. All submissions (questions and/or quotes) shall be submitted electronically by email to Van.A.Nixon@dea.gov with the solicitation number included in the subject line. No late submissions (questions and/or quotes) will be accepted.
