COR shall be First Point of Contact on all matters concerning contract work for subject Project. DCMR: District of Columbia Municipal Regulations DOEE: Washington D.C. s Department of Energy and Environment EPA: Environmental Protection Agency FAR: Federal Acquisition Regulation GEMS: Greens Environmental Management System ICRA: Infection Control Risk Assessment. An ICRA form must be filled out and signed by Infection Control personnel prior to any work. Coordinate with CO / COR. ILSM: Interim Life Safety Measures. Any series of Operational Actions taken to temporarily reduce hazards posed by Life Safety deficiencies which have been created by demolition, renovation, or construction works, and which are to remain in place and in effect for the duration of Contract work. NEC: National Electrical Code, NFPA NFC Standard 70. NEFPA: National Environmental Protection Act. An environmental law that requires all Federal Agencies to prepare environmental assessment (EAs) and environmental impact statements (EISs) on any major construction project. NFPA-NFC: National Fire Protection Association - National Fire Codes. OSHA: Occupational Safety and Health Administration. PPE: Personal Protective Equipment PROVIDE: Whenever used throughout the Scope of Work, term Provide shall be understood to mean Purchase newly manufactured; furnish delivered to VAMC work site in protective containers; Secure from tampering or theft; and install in accordance with Contract Scope of Work, Drawings, Specifications and Manufacturer s Instructions all required items of administrative submittals, labor, demolition, construction, equipment items, and installation works for entirety of Contract. SDS: Safety Data Sheets SOW: Statement of Work SWMP: Storm Water Management Plan. UST: Underground Storage Tank(s) VA: Veterans Affairs VAMC: Veterans Affairs Medical Center SCOPE GENERAL BACKGROUND In keeping with the Code of Federal Regulations, specifically 40 CFR § 280 and 281: Revising Underground Storage Tank (UST) Regulations Revisions to Existing Requirements and NEW Requirements for Secondary Containment and Operator Training, 52 states and territories, by 2021, had updated UST regulations to meet the 2015 Federal UST requirements. As one of those territories, the District of Columbia, imposed additional restrictions and compliance guidelines or Significant Operation Compliance (SOC). 4.2 TIMELINE - HISTORY In February 2020, [and again on 10 January 2023] the Department of Energy and Environment (DOEE) amended their regulatory requirements. Codified within Chapter 57 of 20 DCMR s (DC Municipal Regulation) § 5700.10 and 5700.11, owners of USTs are required to not only meet regulatory compliance, but also perform regular Tank Tightness Tests and Leak Monitoring. On 11 January 2023, the VAMC s local Environmental Compliance Officer (at 50 Irving St. NW, DC) received a formal notification from the DOEE Environmental Services Administration, Underground Storage Tank Branch | Toxic Substance Division, informing the DC VAMC that its imminent thirty (30) year timeline, from date of inception of the original UST s on-site installation, is forthcoming. (ATTACHMENT 1a) As of 21 February 2025, the DC VAMC s thirty (30) year timeline (deadline) the Existing Diesel Fuel USTs are required to be removed. Received, as part of the same notification, it stated that a Tank Tightness Test (if not already performed in the last 12-months) is required to be performed within the next 30 days and these test results shall be submitted to the DOEE. Test results indicated the USTs are compliant and there is no current leaking. (ATTACHMENT 2) CURRENT Per the aforementioned timeclock, this Scope of Work addresses, in part, the received notification from the District of Columbia s DOEE (ATTACHMENT 1a) and, in keeping with DOEE s Guidelines and Protocol for USTs, the approaching 30-year timeclock and required removal of both the 10,000- and 30,000-gallon Underground Diesel Fuel Tanks located on the DC VAMC CAMPUS. A history (ATTACHMENT 1b) of the DOEE s documentation of the Facility s USTs is provided for the Contractor s use. SOW CONTRACT PROPOSAL PROPOSAL A UST Certified Contractor shall provide a proposal to include (Contractor s UST Certificate) all the necessary materials, equipment labor, time and costs, to execute the removal of two [2] Existing tanks and the installation of two [2] New USTs; Double Wall Fiberglass Diesel Fuel Tanks. NEW tanks shall match existing tanks: 10,000 and 30,000-gallon, double wall fiberglass. ATTACHMENTS and PARAMETERS For clarity only, attachments supporting the above timeline are included, and may be considered part of the Contract Documents (Drawings and Specifications) dated 29 February 2024. Additional ATTACHMENTS, for example, DOEE forms, required for permitting, record keeping, and fulfilling requirements of this specialized work, are included, for information purposes only. (ATTACHMENT 3a 3h) Whether Attachment 3a-3h forms are required at some point during or prior to construction, for permitting, requirements of the district, or other purposes, they shall not under any circumstances, be considered or submitted [in their blank format] as part of the Contractor s proposal. Proposal shall include, but not be limited to: Working Hours Construction activities required to be performed during both standard working hours, as well as work that will require, either due to traffic conditions, excessive noise, or taking utilities offline, etc., different scheduling parameters, which may include work to be performed during the evening, night, and weekend, to minimize the impact to hospital operations, and / or the immediate surrounding municipal and Health Facilities. Survey Prior to commencing Demolition and New construction operations, Contractor is responsible for surveying all existing above and below ground elements and components, including but not limited to utilities; water, electrical, sewer, data lines, any/all conduit, and piping. Contractor shall use all means necessary, to perform an accurate survey. It may include, but not be limited to Survey / Transit Equipment, as well as ALL Ground Penetrating Radar (GPR). Provide an accurate location of all utilities, as well as all secondary holding (or storage) tanks, piping, monitors and / meters that are existing to remain. Survey shall include: Soil Testing and Borings Testing shall be sent to a DC / Federally Approved Licensed Soil Laboratory Test for Contaminants Test for Soil Bearing Capacity Contractor shall submit final report as a Submittal. Graphic and Narrative Deliverable Submit Survey graphics and Narrative. Delineate any / all findings that deviate from existing drawings. Locate all utility lines in proximity to existing tanks; (above and below ground). Locate all utility lines in proximity to excavation area, that feed utilities to the existing Hospital, the larger Municipality, or Federal infrastructure. Lines existing to remain intact at contract closure shall be clearly distinguished from any lines requiring re-routing or demolition. Contractor is responsible for damages to any utility lines that result from negligence in surveying or elements missed under required surveying process. Demolition or Excavation Operations shall not commence until final Survey, Testing, and Report / Analysis are submitted and reviewed. Approval from CO / COR is required to proceed with any / all Demolition or Excavation Operations. Phasing Graphic and Narrative Contractor shall provide an overall Phasing Plan, requiring a minimum of four (4) phases: Surveying and Geo-Soil Testing; Processes and Submittals Demolition / Removal of Tank 1 (Demo of Concrete Pad) Installation of New Tank 1, (includes required Testing / Monitoring) prior to completion, as well as clean-up, restoration to any / all disturbed areas, components.) Contractor may have a team restore Tank 1 area while preparation is underway to remove existing Tank 2) Demolition / Removal of Tank 2 Installation of New Tank 2, (includes required Testing / Monitoring) prior to completion, as well as clean-up, restoration to any / all disturbed areas, components.) Finalized phasing is subject to approval and coordination with the CO / COR. Scheduling Contractor shall submit a preliminary schedule in tandem with the phasing plan submittal. Refer to Specification Section 01 32 16.15. Upon contract award, a more detailed schedule aligning with phasing, milestones, lead, and lag, etc. shall be provided. Additional Scheduling and Planning Requirements within 30 Days of NTP Construction Progress Schedule / CPM or Critical Path Method (include vendor lead times and all schedules shall be updated when changes occur) Submittal schedule Cost Progress Schedule Accident Prevention Plan Life Safety Plan Quality Control (QC) Plan Preconstruction Checklist Refer to 6.1, F below for additional on-site requirements. Start Date Date contractor receives the ""Notice to Proceed"". At a minimum, both the starting and ending dates shall be indicated on this schedule. Additional Parameters It is the responsibility of the Contractor to conduct site visits, verify existing conditions, quantities of materials, installation instructions, including all materials and equipment to be used. Contractor shall indicate any / all discrepancies or conflicting requirements in the Statement of Work and / or Contract Documents (Construction Drawings and Specifications). In the event of conflict, Specifications supersede construction drawings. Contractor is responsible for coordination with the CO / COR regarding the routes required for Heavy equipment. On-site delivery and installation shall be planned and phased, with minimal disruption to public roadways, as well as all VA property access and operations. Contractor shall meet the requirements of a business or individual as a District of Columbia UST Certified Contractor and meet the Requirements of DC Municipal Regulations, Title 20 Chapter § 65. (ATTCHMENT 4). UST Contractor Certification Applications - For Business and Individual | doee (dc.gov) Contractor s Proposal Shall Include All manpower-labor for removal of the existing tanks, proper disposal, as well as locating the new tanks, providing all hook-ups to monitors, meters and other applicable / required appurtenances. All requirements shall align with ALL DC DOEE and Federal statutes. Secondary holding (storage) tanks, existing to remain, that may be required to be taken off-line shall become part of the overall systematic schedule. Any portion or sub-component of a larger system that is required to be taken off-line shall be coordinated between the Contractor, COR, and CO. A minimum 72-hour notification shall be provided. Upon response from clinical, personnel and other impacted staff, notification will either be approved, or a recommended / alternative schedule provided. All work shall ensure that the impact to ongoing Hospital operations is minimized. Refer to DOEE s website, and Guidance regarding Closure, Abandonment, and Removal. Referrals Contractor shall provide referrals, lists of similar jobs, as well as be an approved UST contractor by DOEE. It is not required for a Contractor to, specifically be listed on DOEE s website, BUT Contractor is responsible for fulfilling ALL DOEE criteria and provide written certification from DOEE. https://doee.dc.gov/publication/certified-ust-contractors-installers-removers-and-testers (Contractor shall also be required to meet all VA statutory and regulatory guidelines.) DOEE Website Additional References Submit an Application For Approval of Business Certification For Underground Storage Tank Systems to DOEE indicating both Removal [of Existing] and Installation [of New] (ATTACHMENT 5a and 5b) Installation Guidance Legal paperwork / permitting required by the DC DOEE, and VA, as well as applicable Testing, Reports, Records are integral to the Contract. Involved Parties All engaged Contractors, Sub-Contractors and / or District personnel contacted regarding this work shall become part of the overall Contact Information; before and after removal of USTs, as well as before and after installation of the NEW UST Diesel Fuel Storage tanks are all considered inclusive to this contract. EXECUTION OF CONTRACT HOSPITAL Hospital Operations: Remain open 24/7 throughout the course of this project. These diesel fuel tanks feed the back-up generators for the Medical Centers Emergency Power. Coordination, timing and phasing with Hospital Operations are critical components of this project. Contractor shall submit overall scheduling and phasing for prior approval from both the CO and COR. Transition from the existing diesel fuel tanks to the new Fuel Tanks shall be facilitated by utilizing temporary generators. Contractor is responsible for calculating the number (quantity) of generators required to ensure a seamless transition; no break in service greater than indicated below. Medical Operations and emergency backup power are NOT Permitted to be disconnected for a period of time exceeding 1-hour. All connections from temporary generators shall be fully coordinated in advance, including, but not limited to all piping, connectors, monitors, meters. No interior Hospital work is anticipated, but additional coordination with Operations and Maintenance (O & M) [Management] and Safety shall be considered integral to this contract; at project inception, as well as at project conclusion. All operating manuals and any special training, shall be provided to Safety, and O & M. Preliminary meetings will include O&M, Safety & Maintenance and GEMS. GEMS or the Green Environmental Management System is the Sustainability component of the Veterans Health Administration. As Sustainability Stewards for the VA, they play an integral role regarding on-site environmental controls and compliance. Their oversight includes operation of USTs, and ensuring that the Maintenance, Operation and Compliance of these systems align with all environmental components. For this contract they shall be considered primary stakeholders. Both, the local on-site GEMS manager and the VISN 5 Manager, may review specific plans and ensure USTs comply with ALL VA sustainable and environmental regulations / policies. Given the site location at the Medical Centers exterior, an ICRA or Infection Control Risk Assessment, per se, shall be waived. Contractor shall be responsible for: Dust Suppression Contractor shall utilize one of the following methods to allay dust hazards [Note: ALL Building Systems shall be protected, incl. but not limited to Water Towers, OA (Outside Air) vents, Operable Windows, Doors, etc. from entering the building or any of the building s operating systems and shall utilize one or more of the following: Watering / Spraying During stockpiling or Excavation. Tarping Any stockpiling [particularly during non-working hours] Geotextile Barrier Work shall be stopped if wind speeds exceed 20 mph Filtering Media Sand Media Filters - provide Industry Approved Standard Without providing a Side Stream filter, Contractor shall provide a temporary means of protecting Water towers. Consideration for 12 mil Poly Tarp or equal Work Tent - Contractor shall provide, if dust produced by excavation due to proximity of windows, vents, entrances, exits or access routes, endangers personnel, visitors, patients, and staff. Noise To allay excessive noise, during cutting or jackhammering concrete in areas close to patient care, work may be scheduled at off hours or Contractor shall provide temporary Noise Control; recommend www.noisecontrol.com or equal. Staging and laydown areas will be finalized between contractor and the VAMC. Asbestos abatement is not a requirement of this contract, and it is not included in the scope of work or Contract Documents. Should soil testing reveal any hazardous substances, abatement or keeping said hazard intact, will be resolved at time of uncovering. PERFORMANCE MONITORING Contracting Officer and Contracting Officer s Representative Shall provide oversight, as well as monitor this contract and the work herein, ensuring no harm; to patients, hospital staff, personnel and visitors is incurred. Contractor shall develop a Safety Plan for review by the CO and COR. Oversight will be performed by DC VAMC s Safety Office during the extents of the contract. Contractor is committed to follow ALL OSHA standards; 29 CFR 1926. Contractor shall engage all required CP (Competent Person[s]) ensuring that workers and work site safety is prioritized. Contractor is fully responsible for all on-site preparation work necessary to facilitate this project. The CO/COR will review the materials, workmanship, certification and expertise of the contractor and their sub-contractors to verify compliance with the drawings / specifications (Contract Documents) and Construction Schedule. Non-compliance with specifications and drawings, without prior written approval will require replacement to meet the contract documents, at Contractor s expense. Coordinate all administrative and construction requirements exclusively with or through assigned CO/COR. Administrative and Construction Requirements Shall be coordinated exclusively with or through assigned CO / COR. Daily Reports Contractor is required to furnish to the CO / COR, a consolidated Daily Report for the preceding workday. Report shall include, but not be limited to: Number of Laborers, Mechanics, Supervisors, and Foreman / Forewomen Identify all pieces of Heavy Equipment used or employed by the contractor and / or sub-contractors. Firm Name, Branch of Work (tied to Specification section, i.e. Demolition, Excavation, Concrete, Wood Construction, Mechanical, Electrical, Plumbing, Sheet Metal work, etc.) Breakdown of employees by trade / discipline / craft, Site Location where employed, and the worked performed. Provide a list of materials delivered to the site on the date that aligns with the date of the report. Submittal Contractor shall submit the Daily Report Form to the CO / COR for approval prior to commencement of demolition or new construction operations. SECURITY REQUIREMENTS Confidential Systems Contractor will not require access to confidential systems. Under VA Handbook 6500.6 Appendix A, the C&A (Certification and Accreditation) requirements do not apply, and, as a result, a Security Accreditation Package is not required. Badging Security Requirements documents for Badging shall be submitted for evaluation/approval before NTP is issued and within thirty (30) calendar days of receipt of Notice of Award, unless otherwise directed from Contracting Officer. Security Requirements include completion and submission of the Background Investigation Request Worksheet to the VHA Service Center Personnel Security Office. Each contract employee is required to undergo a Special Agreement Check (SAC), background investigation, which equates to being fingerprinted. Upon successful completion of fingerprinting, all contract employees will be required to obtain a non-Personal Identity Verification (non-PIV) badge. Contractor staff working on site will be required to wear badges at all times while on site. Contractor will be required to immediately notify the CO / COR of any changes in staff performing work on site. Upon completion of the contract all identification badges must be returned to the CO / COR before final payment can be made. See attached Security Package for more information. FUNDING and PERIOD of PERFORMANCE (PoP) MAGNITUDE It is estimated that the magnitude of this project will range from $500,000 to $1M dollars. PERIOD of PERFORMANCE From the Notice to Proceed (NTP), barring any unforeseen Supply Chain, insurmountable Construction Delays (including Fabrication, District and Federal Paperwork / permitting, etc.) or Force Majeure, 180 calendar days. DELIVERY SCHEDULE SUBMITTAL REQUIREMENTS Contractor shall furnish to the CO / COR, for his / her approval, an electronic, PDF version of all shop drawings, product data, Safety Data Sheets (SDS), and catalogue cuts, of all material/equipment furnished under this contract, before purchase, manufacture, or construction. The CO / COR will examine these submittals and one copy will be returned to the Contractor if Approved, Approved, As Noted, Revise and Resubmit, and / or Rejected. To publish / transfer the required information, such as submittals, shop drawings, RFIs, Cut Sheets, Contractor shall set up a Files Transport Protocol (FTP) site in compliance with the VA and 508 Accessibility requirements. Examples are PROCORE or NEWFORMA. The Contracting Officer / Contracting Officer s Representative shall return submittals, within 10 calendar days after receipt. Contractor shall refer to PG 18-15, Spreadsheet v2.0, Civil Tab, Highlighted tabs. (ATTACHMENT 6) Graphic and Report Requirements. Warranties and operating instructions are required at the completion of the Contract work per Specifications and before final payment. SAFETY PRECAUTIONS Federal, State and Local Requirements - OSHA As the over-arching workplace guidelines and requirements, OSHA, Occupational Safety Health Act, is enforced on every [Public] Construction Site and in [most] workplaces. On Federal jobsites it is strictly enforced, and every (General) Contractor is expected to have a minimum of one [1] to five [5] Competent Persons (CP), depending upon job-size and specific tasks, onsite at all times. Contractor shall be OSHA 30 Certified. All employees shall have a minimum of OSHA 10 certification. This is a pre-requisite. Title 29, Code of Federal Regulations Parts 1910 and 1926, applicable provisions, are the sole responsibility of the Contractor and He / She shall ensure that worker safety and health regulations are adhered to. Particular emphasis under this contract, are Subparts P and R; Excavating and Hoisting and Rigging, respectively. Federal, State and Local Requirements NFPA Contractor shall take all precautions to guard against causing fires and/or explosion and to protect Government Property, reference NFPA 241 and OSHA 29 1926. Portable Fire Extinguishers are required to be provided by the Contractor. Quantity and type are dictated by the National Fire Protection Association (NFPA) 10 Guidelines. All extinguishers shall be operational. Overall Construction, Alteration and Demolition shall align with NFPA 41. All necessary precautions shall be taken by the contractor to prevent activation of any fire alarms. DC DOEE Department of Energy and Environment Due to the nature of this job and its location within the Districts Jurisdiction, Underground Storage Tanks are required to fully comply with Washington DC s Safety Requirements, Laws and Regulations. Contractor shall pay particular attention to 20 DCMR Title Chapters 55 -70; and 20 DCMR §§ 5603.1; Notification / Permitting Procedures ILSM Interim Life-Safety Measures Located on the DC VAMC Campus Exterior Grounds (Refer to drawings for specific locations), the ILSM pertains specifically to Site Access: Vehicular and Pedestrian, Entry and Exit from Buildings, Pedestrian Walkways, and Emergency Vehicle Access to the DC VAMC. Contractor shall ensure that Access to and from buildings and the Site incur no obstructions and remain accessible. Should this job require any Exit or Entrance to buildings on campus to be temporarily blocked, Contractor is responsible for and shall provide ALL Directional and Detour Signage. Provide a minimum of 1 week s notification (coordinated with CO / COR) and provide signage to indicate when walkway, roadway, Entry and Exit route will be inaccessible. Submit each proposed closure, detour, etc. to the CO / COR for review and approval. Burn Permits The Contractor must obtain a burn permit from VA Safety Office thru the CO/COR prior to any cutting, welding, brazing, grinding, and soldering. All permits shall be prominently displayed in proximity where burning is occurring. Overall Housekeeping Requirements Contractor shall keep work area free from accumulation of waste materials and debris. Contractor is responsible for sub-contracting with a Legal Waste Disposal Company, within the local, Municipal, State and Federal jurisdictions and comply with all requirements. Contractor shall utilize waste bins (dumpsters) that meet the jurisdictions requirements. All waste material and debris generated by this contract shall be removed from the premises by the Contractor. Use of owner s waste bins is prohibited. At the conclusion of each workday, Contractor is responsible for securing work area, keeping area broom swept. No elements, tools, materials, openings within construction boundary, with potential of causing bodily harm to any staff, personnel, visitors, patients or wandering public , shall be locked, secured, and stored in a manner to avoid all potential incidents / accidents. Upon construction completion, Contractor shall remove all temporary facilities and leave the project site in a clean and orderly condition acceptable to the CO / COR. INFECTION CONTROL RISK ASSESSMENT (ICRA) Refer to 6.1, F. above. Work is outside or at Building Exterior of VAMC Site. Primary concerns: Intake Registers for OA (Outside Air) Ensuring Dust AND noise are minimized. Contractors are not permitted to use the Hospital Facility. If access is required for any Fuel Line management, tying into Hospital metering, or any associated work with the Diesel Fuel Tanks necessitating interior work, workers shall be accompanied by COR. Contractor shall provide a Sticky Walk-Off Mat prior to entering Hospital. Note: Workmen will NOT be entering Patient Care areas. Proposal shall NOT consider entry to Patient Care Areas or donning PPE, as part of this proposal. ENVIRONMENTAL PROTECTION and HAZARDOUS MATERIAL REPORTING DOEE Municipal Codes For removal and replacement of USTs within the District of Columbia, Contractor is responsible for compliance with ALL waste and disposal. Executive Order 13834 and Environmental Protection Regulations Contractor shall comply with EO 13834 and all applicable requirements dictating management of environmentally hazardous material arising from demolition and / or construction activities. Contractor shall comply with applicable provisions of EPA, as well as the facility s construction safety policy. Contractor shall comply with specific requirements stated elsewhere in the contract Documents. Hazardous Waste Plan In accordance with Contractor shall develop a waste management plan and divert demolition and new construction debris from entering waste streams and all sub-categories of: Solid Waste Commercial and Industrial Waste Construction and Demolition Waste Liquid Waste Hazardous Waste Copies of disposal manifests must be provided to the CO/COR. Resource Conservation and Recovery Act (RCRA) regulations are contained in title 40 of the Code of Federal Regulations (CFR) parts 239 through 282. Contractor shall familiarize him / herself and team and comply with regulations therein. USTs: 40 CFR § 280.40 Compliance - General Requirements for All UST Systems. Each State or District has laws and requirements regarding the installation of New [and disposal of existing[ USTs. Contractor shall be familiar with the required protocol from DOEE. Hazardous Spill Protocol Contractor shall notify the CO/COR and the Safety Office immediately. Contractor shall be solely responsible for the expense of any cleanup. Follow DOEE, VHA, OSHA, and EPA, (ATTACHMENT 7a), For Information Purposes ONLY), Regulations. 40 CFR § Part 280 Ongoing Revisions Contractor shall remain abreast of all dictating regulations and guidelines. Answers to technical questions are in the Technical Compendium. Refer to (ATTACHMENT 7b) From EPA, not DOEE. DOEE is available to assist Contractors. Title 46 Chapter I, Subchapter K, Part 119, Subpart D § 119.440 (a) (2) Detailed guidance for Fiber reinforced plastic being used for diesel fuel tanks. Required Documentation of Encountered or Stored Hazards Contractor shall maintain an orderly and organized inventory and accompanying Safety Data Sheets for all encountered hazardous materials. All Inventories, SDS and Material Quantities used shall be submitted to the CO/COR, for the Safety Office approval. Upon conclusion of this contract, Contractor shall turn all inventory, SDS, and Hazardous Material Documentation to the COR / VA Safety Manager. All requirements for documentation, handling, and recycling shall follow the most stringent requirements. Transport / Disposal of Hazardous Waste | Codes of Federal Regulations Contractor shall provide ALL manifests documenting means / methods of waste disposal and provide copies to CO / COR. Any / All hazardous waste transported off the medical campus shall be packed andlabelled to comply with DOT 49 CFR § 173. In accordance with EPA s 40 CFR and DOEE s 20 DCMR, the contractor as the generator of the waste is responsible for filling out and signing any hazardous or non-hazardous waste manifests, using their own EPA ID number. Copies of waste manifest CFR § 260 Hazardous Waste Management thru § 265 and including CFR § 268 [Land Disposal Restrictions], shall be submitted to the CO/COR. CFR § 279 STANDARDS FOR THE MANAGEMENT of USED OIL Disposal of Existing Tanks Contractor shall dispose of existing tanks in compliance with ALL EPA and DOEE requirements. Contractor shall submit proposed hauling and disposal method for approval. Final / Resolved disposal method of existing USTs and documentation of disposal of UST shall be documented. Documents will become part of a final submittal package. Considered integral to both the proposal and submittal process. CONSTRUCTION REQUIREMENTS VHA / VA Construction Policies including, but not limited to: Daily on-site Superintendent or Foreman to coordinate all disciplines / trades. Availability and accessible, when requested from CO / COR Capable and permitted to make decisions regarding: Daily work Unforeseen or Changes incurred during Demolition, Excavation, and New Construction Operations. Phasing and Preparation Provide CO / COR: Full Phasing Drawings. Align with Schedule. List Materials / Equipment to be brought on-site. Prior approval reqd. Identify, with CO / COR feasible, workable staging area. Contractor shall maintain all disposal, waste and rubbish bins, dumpsters and specialty hauling. Prepare and Protect areas of work. This shall include: Method to cordon off work areas. Protect visitors, personnel, staff, and patients. 24 x 36 Exterior Signage, located at each Tank location and / or where work is being performed. Signage shall remain intact from inception to conclusion of work. And shall follow Specification requirements. Secure enclosure. Any / All protection shall be coordinated with COR....
