- Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05, effective date 05/22/2024. This solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Justification: The Manhattan VA Campus requires new Janitorial Cleaning Cart with Doors and High Hood Security to replace the worn and damage carts located at 423 east 23rd street Manhattan New York 10010. II. Scope of Work Vendor shall provide: The vendor shall provide brand name or equal To Rubbermaid products and supplies accessories, starting with line #1 to Line# 15 in Sow. The brand name or equal products will match Rubbermaid specs, Carts are broken up into three sections for improved organization, floor care, storage, and collection, brand name or equal will math specs below. Integrated hooks on the cart side are built to hold two safety signs for spill management and wet floor care. 2 Recommended products for five stick good holders include: Dust mop handle Wet mop handle Duster Broom and dustpan 3 HYGEN Microfiber Charging Bucket fits securely on Cart hood can be accessed from both directions and doors should always remain locked, per Joint Commission Standards. Spray bottles or cleaning solutions can be stored in 10 qt pails located under the hood. 5 Inside, the cabinet is ideal for: Cleaning solutions Microfiber cloths Paper goods Waste liners The vinyl bag can be used to collect waste or soiled linens and keeps these items separate from the rest of the cart. 7 A convenient waste cover and storage compartment is the ideal place to store a notebook, pens, paperwork, and extra gloves. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. FAR 52.212-2 Evaluation Commercial Products and Commercial Services Comparative Evaluation Per FAR 13.106-2 Evaluation of quotations or offers, a comparative evaluation based on price and other factors will be conducted. Please provide such factors as warranty information, availability of expedited delivery, or any other factor differentiating your proposal from others that you believe should be considered and taken into account in comparing with other offers. The following are the decision factors: Award shall be made to the quoter, whose quotation, offers the best value to the government, considering technical capability, past performance, and price. The government will evaluate information based on the following evaluation criteria: (1) technical capability factor meeting or exceeding the requirement, (2) past performance, and (3) price.
