- The Defense Threat Reduction Agency's Nuclear Enterprise Directorate, Nuclear Logistics and Operations Department (NE-NL) is issuing this Sources Sought Notice as a means of conducting market research to identify interested certified 8(a) participants for this requirement. All responses to this notice shall be based on the description of potential requirements found below, and the attached DRAFT Performance Work Statement (PWS). This notice is a Request for Information (RFI) only and is not a solicitation for proposals. The intent of this notice is to assist the Government in conducting market research to evaluate the availability of capable firms within industry. Requests for solicitation will not be responded to and no contracts shall be awarded based on any responses received from interested parties. Any information submitted in response to this sources sought notice is strictly voluntary. This RFI is for information planning purposes only, and the Government will not reimburse contractors for any costs associated with responding to this sources sought notice/RFI. The Defense Threat Reduction Agency (DTRA) is seeking prospective offerors to provide support services to maintain and manage nuclear stockpile data in support of the Nuclear Enterprise Directorate, Nuclear Logistics Operations Department (NE-NL). The objective of this effort is to provide advisory and assistance services (A&AS) support to enable NE-NL with maintaining 100% nuclear weapons/component accountability, maintain historical recordkeeping and produce nuclear weapons publications. This project requires dedicated and disciplined personnel who shall serve as DTRA�s ""trusted agent,"" both internally and externally, in support of DTRA NE-NL. The scope of this effort is to provide: Personnel with nuclear weapons accountability expertise Personnel with the expertise to maintain historical nuclear weapons files/databases Personnel with technical writing expertise Requirements consist of: Providing Historical Nuclear Weapons Accountability expertise Providing Nuclear Stockpile Management expertise Providing Technical Writing and Editing expertise Providing Nuclear Weapons Maintenance Support expertise See Performance Work Statement Attached for further details. Period of Performance: The estimated period of performance for this requirement is a one (1) year base period with four (4) one (1) year option periods (total possible duration of five (5) years). Location: The Government will provide up to 3 on-site working spaces at the DTRA Headquarters (DTRC), Ft Belvoir VA, 8 on-site working spaces at DTRA Facilities, Kirtland AFB, NM. Standard hours of operations are Monday-Friday, 0630-1630 (local) hours but may be adjusted by Contracting Officer Representative (COR) or Department Managers (after consulting with COR) and coordinated with Contractor Program Manager (PM). Upon notification from the Department Managers, Contractor personnel may be required to support exercises and/or contingency operations outside of normal duty hours. Responses to this Sources Sought shall reflect corporate information and a short and concise capability summary reflecting the prospective offeror's Capabilities Statement. Responses are to detail the Technical Capabilities, Qualifications and Experience and shall not exceed 10 pages. Abridged resumes are acceptable. Do not send marketing material currently. A cover sheet shall be included (not counted in the page limit) identifying the company name, point(s) of contact, phone number(s), fax number(s), e-mail address(es), etc. Also include on the cover sheet the contract number, title and no more than a three-line description of any contract your company is/has provided services under any DoD or federal contract, including GSA Schedules, for the services described above. All documentation and statements received in response to this sources sought shall become the property of the U.S. government. Unless otherwise stated herein, no additional information is available. Requests for the same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this sources sought notice. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
