- It is the Government�s intention to go sole source to Sikorsky Aircraft Corporation (Sikorsky) for the purchase of 216 Integrated Mechanical Diagnostic System (IMDS) Accelerometer Test Sets, identified as Part Number 70700-20711-041. Sikorsky is the sole designer and manufacturer of the IMDS.�The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements.�The Government does not possess any rights to the technical data and no commercial off the shelf items can be used as substitutes. Sikorsky is the only company that possesses the unique knowledge, experience and proprietary data required to fulfill this requirement. This support equipment is necessary to perform organizational testing and troubleshooting of accelerometers and associated wiring to standardize configurations on all MH-60 helicopters and Sikorsky is the only company with the technical data and knowledge necessary to select, design, and develop the required test equipment. Additionally, as the builder of the aircraft and integrator of the IMDS, Sikorsky is the only company that is able to determine that the test equipment is adequate to trouble-shoot all the accelerometers and associated wiring in a manner that will allow the IMDS to function in the aircraft at the level required to meet operational requirements.�Sikorsky Aircraft Corporation developed this Accelerometer Test Set for their Field Service Representatives to trouble-shoot and diagnose IMDS problems quickly and accurately. There is currently no other test set available which provides the necessary functionality and ease of operation to prevent improper accelerometer installation or to troubleshoot suspected failures. This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� No solicitation will be available for this procurement. Responses stating interest must be received within fifteen (15) days of publication of this notice.
