- This is a Sources Sought Notification (SSN), as defined in FAR 15.201(e). This Sources Sought Notice is for market research purposes only. This is not a solicitation, nor is it a request for proposals, proposal abstracts, or quotations and does not commit the Government to issue a solicitation, make an award, or reimburse respondents for any costs associated with responding to this notice. The Government will treat each response submitted in confidence. The U.S. Department of State�s Bureau of Overseas Buildings Operations, Directorate of Program Development, Coordination and Support, Office of Special Projects Coordination (SPC) is responsible for the development, implementation, and execution of a Construction Security Monitoring Program (CSMP) at select overseas diplomatic facilities. The purpose of the CSMP is to provide Site Security Personnel (SSP) cleared to the level of Top Secret to assist SPC with their respective projects.� All personnel will be subject to a Suitability Review prior to deployment. � Interested contractors must possess at the time of receipt of proposals a Defense Counterintelligence Security Agency (DCSA) Top Secret Facility Clearance issued in accordance with the National Industrial Security Program Operating Manual (NISPOM) and provide Top Secret Cleared American Guards (CAGs) and Construction Surveillance Technicians (CSTs) for the duration of each task order issued under the IDIQ contract.� The proposal due date is estimated to be in Spring 2025.�The contract term will be for a one-year base period from the date of contract award, with four (4) one-year option periods.� � �� � � � � � � � � � � � � � � � � � � � � � � � � � � � �� The Department of State anticipates awarding at least two indefinite delivery-quantity contracts under this solicitation.� Small business concerns are encouraged to apply. Interested parties should respond to this advertisement indicating their interest in participating in the upcoming solicitation.� Please include information regarding your existing USG issued security clearances, to include your Commercial and Government Entity Code (CAGE), your qualifications and experience in other already completed are active contracts similar to the CSMP.�� This Source Sought Notice is for market research purposes only and does not constitute a Request for Proposal/Quotation; and it is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice. Regardless of the information obtained from this notice, the Government reserves all rights in any future acquisition process for this requirement. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted.
