Description
This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Dexorgen Inc., dba Codex Biosolutions Inc., 12358 Parklawn Drive, Suite 150A, Rockville, MD 20852, to procure lab testing services for HTLV Envelope protein production services. The purpose of this procurement is for lab testing services.� The Vaccine Research Center (VRC) at the National Institutes of Health (NIH) was established to facilitate research in vaccine development. The VRC is dedicated to improving global human health through the rigorous pursuit of effective vaccines for human diseases. Established by former President Bill Clinton as part of an initiative to develop an AIDS vaccine, the VRC is a unique venture within the NIH intramural research program. Initially spearheaded by NIAID, the National Cancer Institute, and the NIH Office of AIDS Research, the VRC is now part of the NIAID organization. The VRC�s mission is to discover and develop novel vaccines and biologics targeting infectious diseases of global public health importance. Under that is the Structural Biology Section. The Structural Biology Section uses a structure-based approach for antibody and vaccine research aimed at combatting infectious diseases, including but not limited to HIV, malaria, flu, COVID-19, and RSV. An essential component of current and future research is the structural analysis of pathogen proteins and antibodies isolated from patients and vaccines using electron microscopy methods. Specifically, SBS and many other sections use the method of cryogenic electron microscopy (cryo-EM) to determine high-resolution structures of immunogen candidates and other proteins and protein complexes. Project Description: One critical step for characterization of proteins and/or immunogens is protein purification which separates target protein/immunogens from other components to obtain pure samples for further analysis or immunization experiments.� In this project, we aim to construct stable cell lines to increase the yields of HTLV-1 Env proteins. �The HTLV Envelope protein production services have been obtained previously, therefore the lab is looking to continue with these services for continuity of on-going experiments being performed in the lab. The current requirement is as follows: 1.� HTLV Envelope gene (with His-Strep Tag) synthesis and cloning and sequence validation, Cat # CB-97100-492, Qty-3 2. �Expi293 Stable cell line overexpressing HTLV Envelope Protein with His-Strep Tag, Cat # CB-97100-492, Qty-3 Only one award will be made as a result of this solicitation.� This will be awarded as a firm-fixed price type of contract. Delivery: Estimate delivery has a 10-12 weeks lead time after receipt and acceptance of award. Delivery Location: NIH/NIAID/SBS, 40 Convent Drive, Bethesda, MD 20892. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.� All responsible sources that could provide the required services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2225428 to Rita Davis at rita.davis@nih.gov, by 4:00pm eastern standard time Thursday, June 20, 2024.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
