Description
Pre-Solicitation Notice Gatehouse Electrical Upgrades, Franklin Falls Dam � Franklin, NH The U.S. Army Corps of Engineers, New England District is issuing a set aside for certified small business contractors to Gatehouse Electrical Upgrades at Franklin Falls Dam in Franklin, New Hampshire. �The NAICS code for the work described below is 238210 with a size standard of $19M. The project is planned to be issued in July 2024 and will be set aside for Small Businesses.� The period of performance will be approximately 180 days.� The estimated magnitude of this project is between $250,000 - $500,000. Franklin Falls Dam is situated on the Pemigewasset River about 3 miles above its confluence with the Winnepesaukee River.� The dam and reservoir are located in the Towns of Franklin, Hill, Sanbornton, and Bristol, all within the state of New Hampshire.� The work of this project involves electrical upgrades to the Gatehouse Structure at the Franklin Falls Dam in Franklin, New Hampshire.� Specific work tasks include, but are not limited to, replacement of the existing motor disconnects for eight (8) gate hoists, replacement of the existing motor controllers for each gate hoist, and replacement of existing conductors from the gatehouse main switchboard to each gate hoist. All existing commercial and standby power infrastructure shall remain and continue to be utilized to support existing loads. The Contractor shall note that metal surfaces of the controllers and conduits and related items are coated with a lead-containing paint.� Also, within the motor controller boxes are asbestos-cement electrical arc chutes.� The Contractor shall follow all requirements for worker and environmental protection and hazardous material handling and disposal related to lead and asbestos work, as specified in this document and in accordance with Federal, State of New Hampshire, and local rules and regulations.� The Contractor shall note that the sub-operating floor in the Gatehouse is considered a confined space.� The Contractor shall follow all requirements for worker related to confined spaces, as specified in this document and in accordance with Federal, State of New Hampshire, and local rules and regulations. The Contractor shall not place any existing gate operator out-of-service nor begin pulling conductors until all labor, equipment, and materials required to install the new motor disconnects, the new motor controllers, the new conductors, and related items as required to bring the gate to full operability, are on the project site and ready for installation. The Contractor shall note that for all the eight gate hoists of this facility, multiple gates are sourced from a single breaker and are affected as a group by electrical power loss to that breaker.� The Contractor shall also note that electrical power outages on any single breaker are restricted to eight hours in duration, and further that only one gate hoist at a time may be worked on and placed out of operation for longer than eight hours.� Therefore, the Contractor shall be required to establish temporary power to the other gate hoists sourced on a breaker that is affected by a gate hoist undergoing repairs, or replacement of the conductors in embedded conduit fed from a single breaker, and which is out of service for longer than eight hours.� Onsite work shall not be performed between 15 September and 31 October, and between 01 April and 31 May, inclusive of any year. A 50-ton overhead crane is onsite and available for the Contractor's use. However, the Contractor shall be required to provide an annual inspection certificate and conduct operational testing in accordance with EM 385-1-1, Section 16, prior to use. Please note that this solicitation is set aside for certified small businesses. This is not a request for proposals at this time; the solicitation requirements and contract documents which will include instructions for submission and the response date will be available on or about July 2024. Neither telephonic, mailed, nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to view the solicitation offerors must access the System for Award Management website (www.sam.gov).
