- GENERAL STATEMENT: This is a combined synopsis/solicitation for commercial items issued by the Office of Program Manager- Saudi Arabia National Guard (OPM-SANG) Army Contracting Command- Rock Island (ACC-RI). This announcement constitutes the only solicitation being issued for the requirement described herein.��Funding is not available. The Government requires a capability statement for design and construction of Khashm Al Aan Airfield (KAA) Sunshades. The government will not pay for any cost incurred in responding to this announcement. If your capability statement is found valid and feasible; it will be utilized to determine the vendor�s qualifications and capability in successfully meeting the Government�s needs. Only the vendors deemed responsive and capable of meeting the government's needs will receive a Request for Quotation/Proposal with additonal information. SCOPE OF PROJECT: Khashm Al Aan Airfield (KAA) requires additional shade structures, mooring eyes, and airfield markings for parking of the UH-60 Blackhawk Helicopter. The Contractor shall design, provide, and construct the following shade structures on the airfield�s aircraft parking apron: Install Twelve (12) mooring eyes and Two (2) grounding points per Sunshade-bay for a total of one-hundred and forty-four (144) mooring eyes and twenty (24) grounding points. Expectations are to have 5% excess stock mooring eye due to procurement lead times. � Construct two (2), six (6) bay sunshades at Hawk and Eagle parking pads (see attached Sample Sunshade Picture 1 for reference). � Paint airfield markings and remove old markings as needed. Provide Aircraft Chains and turnbuckle tiedowns. The Contractor shall provide for and erect two (2), six (6) bay Sunshade Structures on KAA in front of Hawk and Eagle. Sunshade structure construction shall not begin until the US Government approves the Contractor�s 100% drawings and specifications, the structural calculations, and required submittals and the Contractor receives a Notice to Proceed (NTP) to begin construction from the Contracting Officer. The Contractor shall provide for and construct the new Sunshade structure per the Contractor�s 100% Government approved plans and specifications. All structural member connections, their gusset plates and welds shall be shop fabricated to eliminate the International Building Code (IBC) requirement for special field weld inspections. Whenever field welds are required, the Contractor shall comply with the IBC special weld inspection requirements. The Contractor shall submit the third-party special weld inspector�s certifications and the inspector�s field inspection report(s) for Contracting Officer review and approval. The Contractor shall request an NTP from the Contracting Officer to order long lead requisition items such as steel girders, columns, etc., when necessary. The Contractor shall obtain Engineer of Record and Contracting Officer approval in writing prior to making any field changes to the shade structures that differ from the US Government approved 100% structure construction plans and for any material variance substituted for the material submittals approved earlier by the US Government. The Contractor shall maintain a set of Red Line construction drawings at the jobsite at all times and capture any field change and or modification authorized by the Engineer of Record and the US Government in a timely manner. The Contractor�s Red Line drawings shall be subject to US Government inspection at any time. Contractor shall ensure that any damage to KAA airfield during construction efforts is repaired prior to final payment to include: access road and haul route road erosion/wear, land erosion/wear, and removal of all concrete slab debris. Contractor will acquire and maintain appropriate airfield clearances. It is the responsibility of the contractor to ensure the access, all permits, and certifications are not expired and IQAMA are current. PERIOD OF PERFORMANCE: 180 days per sunshade after receipt of Notice to Proceed (NTP) REQUIRED INFORMATION: Please submit an electronic response indicating the company�s capability statement for technical review. � RESPONSES SHOULD INCLUDE: In order for the Government to make a determination, it is emphasized that contractors provide sufficient written information to indicate their capacity and capability to successfully meet the requirement.� If interested, provide the following information.� 1. Identification and verification of the company�s Saudi Arabian Business License conforming with the Kingdom of Saudi Arabia�s Vision 2030 and VAT Certificate. 2. Contractor�s Unique Identifier Number and active CAGE Code(s). 3. Descriptions of Experience � Demonstrate your company�s ability and capacity to provide required items. Interested construction firms must provide no more than three (3) example projects of similar nature, size, scope and complexity completed in the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages, and quality of performance. Example projects must be of similar size and scope (see sample picture). a. Projects similar in scope to this project include: Design, build and construction of industrial size buildings using steel, concrete, and electrical fixtures combined (see sample picture for reference). b. Based on the definitions above, for each project submitted, include: a. Current percentage of construction complete and the date when it was or will be completed. b. Scope of the project. c. Size of the project. d. The portion and percentage of the project that was self-performed. e. Include available photos NOTE: Total submittal package shall be no longer than 15 pages. Please only include a narrative of the requested information; additional information will not be reviewed. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
