- The Department of Veterans Affairs, Network Contracting Office (NCO) 6 on behalf of Richmond VAMC is conducting Market Research through this sources sought notice to help determine the availability of qualified Businesses, capable of providing Small Animal Ultrasound Vevo F2 (Brand Name or Equal) that meet the following: Functions to be performed. This portable ultrasound needs to be capable of capturing, storing, and analyzing precise 3-D and 4-D images in small (mice, rats and rabbits) and larger (pigs, sheep) animal species as it relates to general anatomical features (to include echocardiographic data collection and analysis), functional, physiological and molecular data simultaneously, in real time. Due to its capability to image such a small species, this system must also have a compatible anesthesia system. Performance required, or characteristics. Monitoring of physiological functions in real time Heart rate (EKG wave forms and beats per minute) Body temperature (Celsius and Fahrenheit) Respiration rate (breathes per minute) Blood pressure catheter option Integrated heated anesthesia (isoflurane) maintenance system. Imaging capturing capabilities In vivo image resolution/quality needed: >65Hz. Image view types needed: M-mode, color doppler, tissue doppler, doppler imaging. Imaging mode capabilities: M-mode, color doppler, tissue doppler, doppler imaging, ECG trigger analysis Image-guided injection tools for specialized for small animals. Doppler capabilities: tissue, color and pulse wave doppler imaging ECG triggering and respiratory gating to correct for imaging artifacts. Ability to create 3-D renderings and make volumetric measurements. 4-D imaging that allows for visualization of cardiac dynamics and geometry, over one complete cardiac cycle Frame rate frequency bandwidth: 1-70Hz Frames per second: 300-400 Ultra-high frequency ultrasound with high temporal resolution transducers Compatible high and low frequency transducers that can be used on species ranging from mice to pigs (50-3 MHz) Transducer with broadband frequency linear micro-array of 46MHz-20MHz for smaller species Transducer with broadband frequency micro-array of 6.5MHz for large animal species Image analysis capabilities Integrated Left Ventricle (LV) trace analysis tools that can generate calculations for cardiac function such as output, stroke volume and ejection fraction). Graphical tools that enable custom configuration of heart wave forms, pulse sequences and delay profiles on transmit. Predetermined small animal-based measurements and calculations. Contrast mode tools that can be used for data quantification. Imaging data export and storage Data image file export format: DICOM, tif, gif, png, csv Data video export format: .avi and .mp4 Data transfer can be manually done and does not require wireless transfer. Large data storage of at least 2TB SSD Essential physical characteristics; Dimensions (if applicable) Portability so that it can be mobilized between rooms as needed, by one person. Locking system for portability function. Two monitors for image display/review and image acquisition adjustments. Imaging station specifically for small animal handling, positioning, and imaging optimization. Integrate anesthesia system needs to use isoflurane vaporizer, have a scavenging system, and regulator, and an oxygen flow meter. Complete system must be made of material that can be easily sanitized between animals. Minimum of 2 transducer ports for the ultrasound system. USB Connectivity for data export Must arrive full assembled and offer in person training. All respondents shall indicate/provide the following: Whether or not they are small business manufacturers of the products they wish to offer, or if they are a reseller of a small business manufacturer. Is your company interested in providing a Federal Supply Schedule (FSS) quote or Open Market (indicate FSS contract #)? Identify any other companies owned (wholly or in-part) by the owners of this business who provide goods or services under the same or a related NAICS codes. Identify any other companies owned (wholly or in-part) by the owners of this business who provide goods or services that are registered under the same or a related NAICS code with the Center for Veterans Enterprise (CVE); Provide the certification type (SDVOSB/VOSB), Federal Identification Number, and state of incorporation for each. Whether or not your company has an active SAM registration and the companies Unique Entity Identifier. A copy of its capabilities statement. Failure to provide the above information may result in the potential offeror being considered incapable of meeting the VA s needs. If the contractor can provide the above items, the contractor shall provide a letter from the manufacturer stating they are an authorized distributor/licenser of their products. Failure to submit an authorized distributor letter shall result in the product(s) potentially offered to be considered grey market and shall not be considered technically acceptable. The capability statements received from this market research are for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research, and the Government will not entertain questions concerning this market research. The Government will not assume any costs incurred by the contractor in the preparation of responses.
