Instructions: This Sources Sought is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this notice is marked as proprietary and will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this notice. This notice is being issued in an attempt to determine the level of interest among all socioeconomic groups. Responses will assist VA planners in determining an appropriate acquisition and set-aside strategy which best fits VA requirements. This action is to perform market research to determine if there is a sufficient number of qualified (1) Service-Disabled Veteran Owned Small Business; (2) Veteran Owned Small Business; (3) Small or emerging small business firms; or (4) large business firms to set aside a multiple award contract. Purpose: The Coatesville VA Medical Center (hereafter CVAMC), its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics require contracted non-emergency ambulance transportation services. The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Autopsies, Basic Life Support (BLS), Advanced Life Support (ALS), and Wheelchair Transportation services. The contactor shall make these ambulance services available to the VA as needed, 24 hours a day, seven days a week (24/7), including weekends and holidays. Background: The Coatesville VA Medical Center main campus is located 1400 Blackhorse Hill Rd, Coatesville, PA 19320, serving over 18,000 veterans, primarily from the Chester, Montgomery and Delaware county areas and it s 2 Community-Based Outpatient Clinics. The hospital has 302 inpatient beds and sees approximately 1217 -inpatient admissions and 200,000 outpatient visits a year. County/Zip Code County/Zip Code County/Zip Code CHESTER COUNTY DELAWARE COUNTY MONTGOMERY COUNTY Scope/Requirements Types of Transportation Service The contractor shall provide Emergent, non-emergent Basic Life Support (BLS), Advanced Life Support (ALS)ambulance, and on an as-needed basis in accordance with all federal, state, and local regulations. Occasionally a veteran will need to be transported with VA staff and equipment; the contractor shall return VA Staff and equipment to the original place of pick-up. Wheelchair Van Transport PA PUC, Power and Manual WC The contractor shall provide Wheelchair Van Transportation services on an as-needed basis in accordance with all federal, state, and local regulations including guidelines set by the Pennsylvania Public Utility Commission. The contractor must be able to accommodate both manual and power wheelchairs. Transport of Miscellaneous Items with the Patient The Contractor may also be required to transport patient luggage, medical records, medication, and comfort items from pickup points to destination at no additional cost to the Government. Luggage to be transported will be restricted to suitcase and valise types. When patients are transported to the CVAMC, destination is deemed to be the ER, Admissions, the clinic, or service within the hospital, or directly to the ward as instructed by VA Staff. Attached is a DRAFT copy of the PWS. Please review for additional information. The anticipated contract issued will be one five-year IDIQ.
