- NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The Department of Veterans Affairs, Ralph H. Johnson VA Medical Center, located 109 Bee Street, Charleston, SC 29401 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Purchase Order under FAR Part 13.5 Simplified Procedures for Certain Commercial Items: The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented for restricting competition on this procurement via FAR 13.106-1(b)(2). VAAR 819.7008 Sole source awards to verified service-disabled veteran-owned small businesses. This notice satisfies the posting requirements at FAR Part 5.101. The intended Contractor is Standard Communications Inc (SCI) located at 5402 Leeds Manor Rd. Hume VA, 36526. Place of Performance is Ralph H. Johnson VA Medical Center, Charleston, SC. The Ralph H. Johnson VA Healthcare System requires software programming modifications/additions to existing Rauland Bourg Responder 5 / Enterprise nurse call system and our existing SPOK Messenger middleware system. These modifications are required to provide precise location/room IDs for all RHJVAMC emergency response teams and support services such as police, pharmacy, respiratory and environmental services as required for prompt emergent response and service prioritization. Programming will also provide addition of new call flows for nursing and support teams as well removal of discontinued/non-supported call flows from the inpatient staff terminals. SCI is the only vendor authorized by Vocera Communications to integrate software to Vocera. The North American Industry Classification System (NAICS) for this requirement is, 541519. The Product Service Code (PSC) is J065. The Small Business Administration (SBA) size standard for this sector is $34 million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made based on unsolicited quotations or offers received in response to this notice. The intent of this synopsis is for informational purposes only.
