Description
Service Description� The Maryland Army National Guard (MDARNG), 231st Chemical Company requires a Catering Service contract to provide meals to 65 Soldiers during annual training from 06-20 July 2024 at Camp Fretterd Military Reservation and Aberdeen Proving Ground. Maryland Army National Guard (MDARNG) anticipates purchasing catered meals in accordance with this Scope of Work (SOW). The intent is to provide quality catered meals to the MDARNG, in support of personnel in attendance of various training events. The contractor must provide timely, high-quality meals cooked under commercial standards and high quality customer service. The MDARNG DAILY Menu is designed to support the Army training environment, and it is critical for the contractor to provide all identified menu components and condiments within the identified food service timeframes. Special Requirements must include: All catered meals shall be ready for delivery in proper containers. Contractor shall provide all serving utensils needed for the meal ordered. Contracted catered meals shall be delivered by the timeline designated by the lead unit person-in-charge. If timeline adjustments are required, the Contracting Officer will submit such time changes to the contractor 48 hours in advance. The catering contractor shall have meals ready for delivery at the beginning of the specified time-frames. Delivery Location is Camp Fretterd Military Reservation (CFMR) and Aberdeen Proving Ground Edgewood South Area (APG). The Government shall have serving line(s) set up in the designated location ready to receive the meals from the contractor during the beginning of the specified meal times. The Government will assist the contractor with carrying in the food to the drop off location (serving line). The contractor may arrive no more than 30 minutes prior to the specified meal time after direct coordination with the unit point of contact. The Government shall ensure the serving line is maintained in a clean and sanitary condition throughout the meal period, and is responsible for cleaning the serving line at the conclusion of the meal period. The Government is responsible for the set-up and tear-down of the dining area, and for cleaning the dining area. Place And Performance of Services: Delivery Location 1: Camp Fretterd Military Reservation (CFMR): 5404 Rue Saint Lo Drive, Reisterstown, MD 21136 Delivery Location 2: Aberdeen Proving Ground Edgewood South Area (APG) : MG Warren D.Hodges Armory, Bldg E4305, APG-EA, Gunpowder, MD 21010 Period of Performance (PoP): July 6th-20th CLINs Description Quantity� CLIN 001 Breakfast 910 CLIN 002 Dinner 910 Price rate for this event must Firm Fixed Price and cannot be changed after award is made. Evaluation Criteria The Government will award a contract resulting from this combinedsynopsis/solicitation to the responsible offeror conforming to the solicitation will be mostadvantageous to the government. This is Firm Fixed Price contract award.Basis of Award is Price Only. a) Price: Pricing shall be submitted complete and error free within the offer. The Unit Price,Amount, and Net Amount shall be completed for every item/CLIN. Pricing submittedwith errors may be removed from consideration for award. b) Eligibility for Award: Offeror shall meet all the criteria listed on the Statement of Workand comply with FAR part 9.1 to be consider eligible for this contract. The offer evaluation and discussion procedures at FAR 15.3 Source Selection do not apply to this acquisition. Offerors are hereby instructed that, regardless of any language that may be used in this solicitation, the Maryland Army National Guard (MDARNG) is not conducting this procurement under FAR. Part 15 procedures. This procurement is being conducted under ""Small Businesses Set-aside Competition"" using FAR part 12-Acquisition of Commercial Products and Commercial Services, and FAR part 13- Simplified Acquisition Procedures. Although the Government does not intend to engage in exchanges with offerors after the receipt of offers, the Government does reserve the right to negotiate with one or more, but not necessarily all, offerors for any reason. ADDENDUM TO 52.212-1INSTRUCTIONS TO OFFERORS A.Prospectives offerors or respondents� important information to be considered beforesubmitting your proposal. 1.Quote must be Firm-Fixed-Price and valid for at least 30 days. 2.Prospective offerors must have an active registration in SAM.gov 3.Each Offeror�s record in SPRS will be reviewed prior to award. 4.Questions must be submitted to contract specialist no later than June 17, 2024 by 11:00AM, Eastern Standard Time. The government will not take any more questions after this date. Answers will be posted in sam.gov no later than June 18, 2024. 5.Quote must be submitted by email no later than June 24, 2024 by 11:00AM, EST to Point of Contact (PoC): Contract Specialist for this Combined Synopsis is Ms. Lilani Bantum at ng.md.mdarng.list.uspfo-arpc@army.mil B. Instructions to Offerors: 1.The submission of the documentation specified below will constitute the Offerors acceptance of the terms and conditions of this RFQ combined synopsis solicitation. 2.It is the Government�s intention to award without interchanges. Offerors are encouraged to present their best prices in their initial submission. The Government reserves the right to hold interchanges if deemed necessary. 3.Quote Content: (a)Offerors shall provide prices for the items specified in the schedule. Failure to propose theCLIN/items specified will result in elimination from consideration for award. In addition toproviding pricing in the Schedule, pricing may also be provided in an excel spreadsheet (MSExcel 2017 or greater). b)The Government does not assume the duty to search for data to cure problems we find inquotes. The burden of providing thorough and complete information remains solely with the Offeror. The Government may reject a quote if the quote fails to provide the required information. c)Quote must provide your company Cage Code, UEI number and company representativephone number and email. C.Administrative Information State Sales Tax Exemption Number is 3000500-4
