Description
This special notice is in accordance with FAR 5.2, Synopses of Proposed Contract Action. This is a notice of intent to make a sole source award and is not a solicitation or request for competitive quotes. This award will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Acquisition Regulation 13.106-1(b)(1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deems only one source reasonably available. The United States Department of Agriculture (USDA) National Center for Animal Health in Ames, Iowa has a need to for an Automated IHC system which will be utilized to automate IHC staining for formalin fixed paraffin embedded (FFPE).� The system will provide the ability to fully automate a broad range of IHC and ISH assays including FISH (fluorescent), gene and protein IHC/ISH, mRNA ISH and multiplex assays (with any combination of IHC and ISH). �The only commercially available system is the Ventana Discovery Ultra automated IHC/ISH stainer.� USDA-ARS MWA Procurement Office in Ames, Iowa intends to make a firm fixed price sole source award under the authority of FAR 13 106 l(b)(l)(i) under the authority of FAR 13.106-l(b)(l)(i), only one responsible source, to: Roche Diagnostics. 9115 Hauge Road Indianapolis, IN 46256 The objective of this sole source award is to Procure an Automated IHC system which will be utilized to automate IHC staining for formalin fixed paraffin embedded (FFPE).� The system will provide the ability to fully automate a broad range of IHC and ISH assays including FISH (fluorescent), gene and protein IHC/ISH, mRNA ISH and multiplex assays (with any combination of IHC and ISH).� The following technical requirements/ tasks are also required: Automated IHC/ISH system must have automated cell conditioning and staining including IHC, ISH, SISH, FITC, multiparameter staining (dual, triple); titration along with counterstain and be compatible with current reagents used in other working system (Roche Diagnostics) Automated IHC/ISH system must have capacity for sequential multiplexing and/or multiplexing up to 9-plex brightfield, 5 plex fluorescence. Automated IHC/ISH system must have ability to work with HRP, Alkaline-Phosphatase and Fluorescent detection systems. Automated IHC/ISH system must have minimum 25ml dispensing capacity. Automated IHC/ISH system must have open container options (3rd party reagents) to allow for independent research reagents. Automated IHC/ISH system must be able to run minimum of 30 slides with independent processing/functionality, individual slide heaters, with independent reaction chambers with dedicated bulk reagent supply lines for reagent optimization and larger sample sets. Automated IHC/ISH system must have continuous random access so you can add new slides and start run without impacting other slides processing or turnaround time. Automated IHC/ISH system must have at least partial open protocol options to run both manual and fully automated experiments simultaneously with no synchronization errors. Automated IHC/ISH system must have 30 independent slide reaction chambers with dedicated bulk reagent supply lines and individual slide heaters. Automated IHC/ISH system must utilize as little as 100ul volume for slide staining to save on antibody costs Automated IHC/ISH system must have 35 reagent positions. Automated IHC/ISH system must be capable of running 25mm x 75mm, 1in x 3in, or 26mm x 76 mm slides. Automated IHC/ISH system must have capability of running 1-8 staining systems that can be controlled by one computer system. Automated IHC/ISH system must have up to 7 different bulk reagents in 3-6 liter onboard containers that can be changed �on the fly� without process interruption. Automated IHC/ISH system must have temperature control of ambient to 100oC. Automated IHC/ISH system must be free standing. Automated IHC/ISH system must have temperature control from ambient to 100 C that can be applied individually for each slide. Automated IHC/ISH system must have liquid coverslipping to allow system to be run overnight without affecting staining quality. Automated IHC/ISH system must have liquid coverslipping. Automated IHC/ISH system must include mRNA software in addition to �software to run the system. Automated IHC/ISH system must be capable of operating with 3rd party secondary detection and probes such as RNAScope. Software must be included with quote. Automated IHC/ISH system quote must include installation and training for system. UPS (uninterrupted power system) shall be included with system. System must be compatible for operation using proprietary Roche reagents in all operations listed above. As such, purchase from Rouc. has been determined to be required as they are the only vendor available that meets all of the requirements outlined above. The NAICS code for this requirement is 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1000 Employees. The PSC code for this requirement is 6640 Laboratory Equipment and Supplies. NO solicitation or solicitation package will be issued. This notice of intent is NOT a request for competitive quotations; however, interested vendors that regard themselves as capable of providing a product that can fulfill the requirements are invited to submit responses to the Government for consideration. Interested parties may identify their interests and capability to respond to this requirement by NO later than Wednesday, June 12, 2024 (06/12/2024) at 11:00AM (CT) to Tiffany Reval at tiffany.reval@usda.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Again, this is NOT a request for competitive quotes. This notice is for informational purposes only. Responses received shall be considered by the agency; however, determination by the Government whether or not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
