DESCRIPTION SOURCES SOUGHT FOR CONTINENTAL UNITED STATES (CONUS) CYBER TRAINING AND CERTIFICATION TO JORDAN ARMED FORCES (JAF) FOR FOREIGN MILITARY SALES (FMS) INTRODUCTION The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG) on behalf of the Communications-Electronics Command Security Assistance Management Directorate (CECOM SAMD) is issuing this Sources Sought/Market Survey notice as a means of conducting market research to identify potential sources having an interest in, and capabilities available to deliver the required CONUS training services for the country of Jordan.� �� This Sources Sought/Market Survey notice is being issued to determine Price and Availability (P&A) from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement. The U.S. Government requests that interested parties submit a brief description of your company, your company�s ability to deliver the required CONUS training services with a price and availability statement describing the Rough Order of Magnitude (ROM) cost and time to deliver.� The results of this notice will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this Sources Sought/Market Survey notice, any resulting requirement may be set-aside for small businesses (in full or in part). Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT/MARKET SURVEY NOTICE IS STRICTLY VOLUNTARY. REQUIRED CAPABILITIES The purpose of this Sources Sought/Market Survey is to identify interested sources that are able to provide custom instructor-led, private, in-person CONUS Cybersecurity Training and Certification courses to selected JAF students.� The training courses to notionally be offered are defined as follows: MGT415 - A Practical Introduction to Cyber Security Risk Management (Qty: 1 course) SEC566 - Implementation and Auditing Security Frameworks and Controls (Qty: 1 course) AUD507 - Auditing Systems, Applications, and the Cloud (Qty: 1 course) The following requirements apply to each course offering listed above: Each training course shall be held CONUS at a recognized SANS Institute location. Each training course shall accommodate six (6) students. Each training course shall focus on practicing a risk assessment using the NIST framework for military systems, networks and critical infrastructure. The training and training materials will be provided in the English language. The training provider should follow a Train-the-Trainer (T3) approach. The training provider should provide a student certification upon successful completion of the associated course. Identify the course duration and syllabus. Assuming 1-week per course, the courses should be conducted consecutively over a three (3) week period. Actual training dates will be scheduled based on student and/or facility availability; provide multiple available timeframes to conduct the course. All Contractor travel and training materials expenses should be included in the responder�s ROM cost.� The ROM should not include student travel and living expenses as these will be provided for separately.� Interested parties are responsible for adherence to all export regulations. SPECIAL REQUIREMENTS Any resulting contract is anticipated to have a security classification level of Unclassified. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.255-7008 and 252.225-7009. ELIGIBILITY The applicable NAICS code for this requirement is 611420, �Computer Training�. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than 10, 8.5x11 inch pages, font no smaller than 10 point) demonstrating ability to provide the CONUS training requirements listed in this Sources Sought/Market Survey notice.� Responses should be in bullet format. No phone or email solicitations with regards to the status of a subsequent RFP will be accepted. Responses to this notice, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Eric Polk, in either Microsoft Word or Portable Document Format (PDF), via email to eric.w.polk3.civ@army.mil no later than 4:00 p.m. EST on 14 June 2024, and reference this synopsis number in the subject line of the e-mail, and on all enclosed documents. Information and materials submitted in response to this request for information (RFI) WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required CONUS training services, please provide the following information: Name of Organization, Company Cage Code, DUNS, Address, Point(s) of Contact with telephone number and email address; Size of Business (Small or Large) and any Small Business Status (8(a)), HUB Zone, veteran-owned, women-owned, etc.); Please indicate which NAICS code(s) your company usually performs under Government contracts for this type of requirement; Description of how the requirements of this notice will be performed, to include the ability to obtain the documentation (e.g., manuals etc.) necessary to comply with the training requirements; Description of organizational organic capabilities that enable performance of the required CONUS training, with appropriate documentation supporting claims of organizational and staff capability. If subcontracting or teaming is necessary in order to deliver the training, the response must address the administrative and management structure of such arrangements; Price and availability statement describing the ROM cost and time to deliver; If applicable, indicate in which countries similar work has been performed, providing examples. All data received in response to this Sources Sought/Market Survey notice that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
