THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Four-Roll Hydraulic Pinch Roll Bending Machine The National Aeronautics and Space Administration (NASA), Glenn Research Center (GRC) intends to award a Firm-Fixed-Price sole source contract under the authority of FAR 6.302-1 � Only One Responsible Source to: MEGA MANUFACTURING, INC. 650 Race Street Rockford, IL 61101, United States The North American Industry Classification System (NAICS) code for this requirement is 333519 with a size standard of 500 employees. The Government intends to acquire a commercial item using FAR Part 12. NASA GRC has a requirement for one 4-Roll Hydraulic Pinch Roll Bending Machine (Roll). A Roll is a type of rolling machine that can roll different kinds of sheet metal into a round or conical shape. The features include variable speed differential with independently driven top and bottom rolls, console mounted operator controls, spherical roller bearings, three digital readouts and nominal rolling and bend capacity. NASA intends to issue a sole source contract to acquire a Bertsch Roll B-IP805 model roller from Mega Manufacturing because its capabilities and size will allow it to replace two existing rollers.� GRC currently utilizes a large roller with the capability to form thick metals, and a secondary roller that can do smaller shaping operations.� Market research has only identified the Bertsch Roll B-IP805 roller as having the capability to perform both the large, heavy shaping projects as well as the smaller projects.� The Bertsch Roll B-IP805 plate Roll Bending Machine has a high capacity for material with a yield strength of 45,000 psi. Bertsch Rolls have the capability to form maximum material thicknesses to small diameters, and pre-bending capacities in the range of 75% of rolling capacity. The hardware used for custom fabrication at GRC is for testing and replacement hardware which must meet these specific capabilities, capacities, and width, which if not met would affect program mission milestones. See below for the minimum specifications for the 4-Roll Hydraulic Pinch Roll Bending Machine. � Rolls must be sized for material with a yield strength of at least 45,000 psi. � At least Nominal Rolling Capacity of (Multi-pass) 0.500� x 60� x 19� (dia.) based on 48,000 psi yield strength. � At least Nominal Rolling Capacity (Single-pass) 0.400� x 60� x 12.1� (dia.) based on 48,000 psi yield strength. � At least Nominal Pre-Bend Capacity of 0.500� x 60� x 19� (dia.) based on 48,000 psi yield strength. � Roll Width of at least 62� � Material Thickness: Maximum of at least 2.00� � Top/Pinch Roll Diameter of at least 10.5� � Side Roll Diameter of at least 10.0� � Roll Hardness of at least 45 RC � Motor Horsepower of at least 15 HP � Rolling Speed of at least 14 ft / min Weight not to exceed 15,000 lbs. This notice does not constitute a solicitation. However, if any interested party believes they can meet the above requirement it may submit a capabilities statement. The capabilities statement must be submitted via email in either Word or PDF, and must contain clear and convincing evidence that competition for this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. Interested organizations may submit their capabilities statements to perform the effort electronically via email to Carrie Fisk at carrie.a.fisk@nasa.gov no later than 1:00 pm EDT on July 1st, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
