- The Health Care Identity Management (HC IdM) Program operates within the Veterans Health Administration s (VHA) Data Quality Program. The HC IdM Program ensures integrity of patient and beneficiary identity data within the VA Master Person Index (VA MPI). The VA MPI provides the mechanism for linking the patient or beneficiaries information, enabling an enterprise-wide view of individual and aggregate electronic healthcare records and their other beneficiary records. Within the MPI, an Integration Control Number (ICN) allows for the creation of a single longitudinal record, consisting of all the records a Veteran accumulates from the period of service, through post service care and benefits. The Contractor shall identify and resolve data discrepancies, anomalies and exceptions; complete data verification/validation resolution activities; duplicate record resolutions; and daily/monthly HC IdM Contract Workload Metrics Reports. A contract is needed for the Office of Health Informatics for the below listed tasks: Tasks Task Description Potential Duplicate Records Resolution Resolve auto-generated investigations of potential duplicate records. Identity Trait Anomaly Resolution & Change/Verification Requests Resolve identity trait anomalies as described in PWS and correct identity data requested by sites. Report of HC IdM Workload Stats Write monthly reports for tasks 1 and 2. Training Plan The VA has an established internal training program for this requirement which will be required for all initial contractors after award. In the option years, subsequent contractor staff shall be trained by the contractor lead. A training plan will be due 120 days after award. The contract period of performance shall be from the date of award for a base period of 12 months plus four (4) 12-month option periods. A written solicitation will be issued as a Request for Quote (RFQ) conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. The solicitation will be set-aside for Service Disabled Veteran Owned Small Businesses. The applicable NAICS code is 518210 with a small business size standard of $40.0 million dollars. The FSC/PSC is R408. The solicitation will be issued on or about June 14, 2024, for approximately fifteen (15) calendar days. Offerors will be required to submit their quotes electronically via email.
