Description
DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-24-AP-4196 Contracting Activity: Department of Veterans Affairs, VISN 10, Louis Stokes Cleveland VA Medical Center. Purchase Request # 541-24-4-250-0350 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This request is for the purchase of 2 Sun Nuclear Quality Control Phantoms for Computed Tomography (CT) Scanners utilized at the VANEOHS: Radiology CT Department. The MECT Phantom for quality control of Dual Energy, Multi-Energy, and Spectral CT functionality also tests the efficacy of clinical protocols for multi-energy analysis and compares consistency and stability across different scanners. The 40 cm extended field size enables checking for artifacts in a larger phantom on a weekly or monthly basis, as recommended by the ACR Quality Control Manual. The Mercury 4.0 Phantom for protocol optimization and proper patient dose management. Characterize advanced CT features including Automatic Exposure Control and Iterative Reconstruction. Phantom meets the needs of AAPM Task Group-233 for image quality testing, enabling evaluation of iterative reconstruction, tube current modulation/auto-exposure control, and image quality dependence on patient size and image content. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: These are the only phantoms available for evaluating/interchangeable tissue simulation, supported by the scope of Quality Control to be conducted by CDMP. Sun Nuclear is the only vendor that the MECT and Mercury 4.0 Phantoms can be purchased from. Market Research confirmed no SDVOSB s, pass-through companies, etc. can sell the product. Sun Nuclear Representative confirmed they are the sole source provider of these specialized CT scanning phantoms utilized for improved CT Scanner quality control, American College of Radiology (ACR) Conformance, etc. Description of market research conducted and results or statement why it was not conducted: The market research conducted was through online internet search. Only one vendor was located to provide the requested. Determined the MECT utilization in evaluating various Tissue Densities, ability to change simulated tissue mediums/tissue densities, and ability to Scan and evaluate dose modulation through varying simulated Water Equivalent Diameters (i.e., WED) using the Mercury 4.0 phantom is ONLY available by purchasing directly from the manufacturer/vendor Sun Nuclear. No other vendor sells the product as a pass-through; no SDVOSB or Small-Business offers purchase of the product. These are the only phantoms available for evaluating/interchangeable tissue simulation, supported by the scope of Quality Control to be conducted by CDMP, etc. Sun Nuclear has stated they do not have any authorized distributors.
