Description
NONPERSONAL SERVICES: The Service Provider shall provide trained personnel and supervision necessary to provide Event Security Screening Support to the USAFA Department of Athletics, as well as for other special events held on USAFA. Event Security Screening Support includes the intercollegiate home football games played at Falcon Stadium and other intercollegiate home sporting events held at the Cadet Field House, Cadet Gym, and outdoor sports venues. It also covers support for Special Protocol Events and Graduation week culminating in Graduation Day. The Service Provider shall perform Event Security Screening Support, in the form of hand wand screening services, within the standards of this Performance Work Statement (PWS), to include performing outdoors at various times and in various types of inclement weather. The Service Provider shall provide and maintain a trained staff. Training shall be established by the Service Provider and shall be sufficient to allow employees to perform all requirements as identified in this PWS successfully. The Service Provider shall ensure a sufficient number of trained personnel are available, based on the historical number of personnel required per event, and show time required to cover each event as listed in Appendix D. The Service Provider shall ensure personnel working events have been adequately trained in all duties and responsibilities to which they are assigned prior to event. All training shall include how to deal with the public in a courteous and polite manner. Training shall also include proper search and screening which may include pat-down procedures and use of metal detection hand wands as applicable to the position held or task conducted. Service Provider personnel shall present a neat and professional appearance and be recognizable as contractor employees for all events. This may be accomplished by wearing distinctive clothing bearing the name of the Service Provider. The Government recommends Service Provider employees working indoor events, or outdoor events when jackets or other protective outerwear is not required, wear a collared shirt (button up or polo) to achieve a neat and professional appearance. Historically, Service Provider personnel wore neon green, neon yellow, or red polo shirts. Other visible clothing accessories such as hats, beanies, gloves, socks, etc., with other NCAA team names or logos are not permitted to be worn during the events.
