The purpose of this addendum is to update the Depot Visit paragraph: Depot Visit:�A pre-proposal one (1)-day depot visit is planned to be held the week of July 28, 2024, at RRAD. This will be the only planned depot visit for this acquisition. Those interested in attending must return the RRAD Visit RSVP Form (Attachment 3) through the IPV mailbox at DSCC.IPV@DLA.mil by close of business June 28, 2024. The Depot visit details will be sent to those who RSVP who plan to attend the RRAD pre-proposal one (1)-day depot visit. Attachments: RRAD IPV Draft PWS and Exhibits RRAD IPV Market Survey Questionnaire RRAD Visit RSVP Form Industrial Product � Vendor Support (IPV) � Performance Based Logistics (PBL) Successor Initiative: This Defense Logistics Agency (DLA) initiative supports the implementation of a total Supply Chain Management (SCM) system by the Contractor to provide direct support of bench stock items to an Army Material Command (AMC) Depot. A Memorandum of Agreement (MOA) between AMC and DLA establishes multiple IPV programs as managed partnerships where DLA, supported by the IPV Contractor, provides full SCM to Army Maintenance Depots for bench stock items [materiel stored in bins such as repair parts and components to include kits, assemblies, and subassemblies (repairable or non-repairable) required for maintenance support of all equipment]. These parts support the Maintenance, Repair, and Overhaul (MRO) of various military weapons systems or related equipment. The scope of the IPV programs supports bench stock items. The IPV Contractor is responsible for requisitioning material on behalf of the Army, providing required material, and stocking the bins at the production line. Support for this successor initiative includes the Red River Army Depot (RRAD) located at Texarkana, Texas. There are approximately 19,661 total number of National Stock Numbers (NSNs) on the complete Schedule of Supplies (SoS) at RRAD. This announcement constitutes an official Request for Information (RFI). Intent is to identify market interest and solicit recommendations as how best to define requirements for the PBL solicitation/contract supporting IPV at the RRAD location. The future solicitation/contract will provide logistics support and total SCM services supporting IPV for RRAD. The current RRAD contract expires on September 20, 2025. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this RFI is to determine suitability of current industry capabilities and to support the possibility of a competitive requirement. DLA Land and Maritime (L&M) intends to use information resulting from the RFI responses to aid in refining its acquisition strategy, budgeting assumptions, set-aside determination, and performance specifications to be included in the RFP. Objectives: DLA L&M will utilize a PBL contract to provide IPV support at RRAD . The overarching objective is to meet the following performance metrics at a reasonable cost: (1) To have bench stock items that conform to specification always available when needed; (2) Responding to zero stock balances that impacts production bin fill rates; (3) Meeting a required bin fill rate; and (4) Ensuring zero quality defects. The Performance Work Statement (PWS) defines the effort required to implement the IPV program (See Attachment 1 � RRAD DRAFT PWS). The attached DRAFT PWS is specific to RRAD. The Government will issue a solicitation to support RRAD under Federal Acquisition Regulation (FAR) Part 12 that may result in a fixed price contract lasting up to a seven (7) year and six (6) month (7.5 years) period [three (3) year base period with two (2), two (2)-year option periods, and six (6), 30-day extensions]. The estimated award date for the contract supporting RRAD will occur between the 2nd quarter and 3rd quarter of Fiscal Year (FY) 2025. �� Responses: Written responses to this RFI shall be single spaced and should address all the topics stated in the attached Market Survey questionnaire (See Attachment 2 � RRAD IPV Market Survey Questionnaire). If material provided contains proprietary information, please mark and identify disposition instructions (submitted data will not be returned). Responses should include but are not limited to the following: (A) Company History: To include Small Business Administration (SBA) size classification; major products; and primary customer base. Additionally, RFI responders should provide examples of experience that would warrant the Government�s consideration of the company as a prospective contractor for maintenance, supply support, training, and all other services listed in the PWS. (B) Metrics: Utilizing the metrics listed above and methods to create and maintain a metrics database, for monitoring the performance of each functional area of the contract. (C) Additional Information: Technical or otherwise, provide information to aid the Government in making an informed assessment of the suitability of the commercial marketplace to accomplish IPV support. The technical responses should address elements in the PWS. (D) Cost: Vendor should provide a Rough Order Magnitude (ROM) for elements addressed in the PWS to include a cost of start-up/implementation. Depot Visit:� The Government may conduct a one (1)-day depot visit at the RRAD location which may occur between July 9 through early August 2024. Please indicate if interested in participating in the depot visit in Attachment 3 � RRAD IPV Market Research Survey Questionnaire. �� Submission Information: RFI responses shall be submitted electronically to DSCC.IPV@dla.mil no later than June 5, 2024. Additional Information: There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI. If a solicitation is released, it will be synopsized in the System for Award Management (SAM) website located at https://sam.gov/content/home. It is anticipated that solicitations will be open for a minimum of 30 days. All information received in response to this RFI that is marked Proprietary will be handled accordingly.
